Duties and Responsibilities

Project Management

  • *Assembles documentation summarizing scope, schedule, budget and project deliverables
  • *Coordinates with Project Sponsor(s) to secure financial and personnel resources
  • *Leads cross-functional teams to address complex business and system issues
  • *Monitors and controls project scope, schedule and budget over the course of project(s)
  • *Communicates with project sponsor(s) and stakeholder(s) to provide progress reports
  • *Manages multiple complex projects of varying scope concurrently
  • *Prioritizes effort to ensure continual alignment with organizational objectives
  • *Captures lessons learned at the conclusion of projects to inform future efforts

Process Improvement

  • *Documents the current state of systems and business processes to establish a baseline condition
  • *Consults with users regarding business needs and how enterprise business systems can support those needs
  • *Translates feedback from end users into technical specifications or critical-to-quality indices
  • *Identifies potential business issues related to people, process, systems, policies and measurement criteria
  • Conducts root cause analysis to validate the source of system and process inefficiencies
  • *Analyzes data to identify trends and generate business insight
  • *Researches industry best practices to determine potential courses of action
  • *Recommends changes to policies, procedures and business systems to improve organizational effectiveness and alignment
  • *Implements and documents work process changes
  • *Partners with functional unit staff to establish ownership of discrete business processes
  • *Monitors performance to ensure improvements are sustained
  • *Measures the impact of process improvement initiatives to demonstrate return on investment

Change Management

  • *Analyzes forces for and against change to help ensure a smooth transition
  • *Develops communication plans to keep impacted parties informed and engaged
  • *Develops contingency plans to deal with potential risks and issues
  • *Documents and responds to change requests using regimented control process
  • *Develops transition strategies to mitigate confusion and learning curves

Other

  • *Prepares presentations, reports and infographics for internal and external distribution
  • Facilitates a culture of continuous improvement through mentorship and training
  • *Works on organizational consulting issues and situations that are complex and diverse in scope
  • *Develops dashboards to track key performance indicators and critical to quality indices
  • *Researches and summarizes industry best practices
  • *Provides ad-hoc analysis and support to directors within the OVPA unit
  • Leads or participates in committees and working groups
  • Other duties as assigned

Minimum Qualifications

  1. Possession of a baccalaureate degree in Business Administration, Finance, Data Science, Computer Science, Statistics, Economics or related field and 5 years of progressively responsible professional experience in project management implementation which included work in researching and analyzing operations; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
  2. Considerable working knowledge of principles, practices and techniques in the area of administrative office operations, report generation and data analysis as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
  3. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with large complex organizations.
  4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
  5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  7. Demonstrated ability to operate a personal computer and apply word processing, spreadsheet and presentation software.
  8. If applicable, or supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.

Desirable Qualifications

  1. Master's Degree in Data Science, MBA or a related field. 
  2. Certification as a Project Management Professional (PMP), Change Management Professional (CCMP), Process Improvement Specialist (LSSGB/ LSSBB), Scrum Master (CSM) or equivalent.
  3. Demonstrated experience managing projects, implementing process improvements or overseeing change management efforts in a large organization or at an institution of higher education.
