Chief Administrative Officer - Office of the Chief Information OfficerUniversity of Illinois Urbana-Champaign The Office of the Chief Information Officer at the University of Illinois Urbana-Champaign seeks to fill the role of Chief Administrative Officer. Reporting directly to the Chief Information Officer, this role will bring strategic leadership for business and human capital needs for a complex organization of over 320 staff. Candidates who will be successful in this role bring experience managing multi-million dollar budgets, developing human capital strategies in the public sector, and experience managing and leading multiple teams. Successful candidates also have the ability to affect change management, think creatively and with agility, and lead with a strong sense of integrity and ethics while inspiring the same in others. Job SummaryDuties & ResponsibilitiesAdministration

  • Represents and acts on behalf of the CIO on strategic and operational issues relevant to the role's functional areas.
  • Acts as a senior advisor to the CIO in assigned functional areas, as well as an advisor and/or escalation point for other senior leaders, directors, and managers in the organization.
  • Ensures transparency and communication across all functional responsibilities occurs consistently and to the correct audiences.
  • Oversees other administrative teams and functions, as assigned.

Strategic Budgeting and Finance

  • Collaborates with the CIO, senior leaders, and the Provost Budgeting Office to develop, implement, and maintain a budget process for capital, operational, and innovation planning that promotes transparency and consistency.
  • Leads transformational initiatives for financial planning that supports IT services with a strong focus on long-term sustainability and growth.
  • Responds to emerging needs by identifying one-time and sustainable funding proposals for innovation and transformation within IT.
  • Provides structure and implements best-practices for financial accountability aligned with state, university, and campus requirements.
  • Proactively prepares and coordinates annual financial reports, audits, government costing, and other administrative needs required by the University or State of Illinois.
  • Drives innovation and efficiency in business processes in alignment with campus operational excellence initiatives and goals.

Strategic Human Capital and Development

  • Collaborates with the CIO, senior leaders, campus HR, and relevant stakeholders to develop, implement, and maintain strategic employee lifecycle strategies that focus on recruitment and retention, performance management, and career development.
  • Implements comprehensive systems to manage resources, training, and professional development opportunities for all level of the organization.
  • Partners closely with campus HR to create effective and efficient processes for managing the employee lifecycle that are beneficial to the entire campus.
  • Uses innovative methods to influence and create new and modernized processes and procedures to provide efficiency to HR processes.

Other Duties as AssignedMinimum Qualifications

  • Bachelor's degree.
  • Ten years of progressive experience to a senior leadership and management role, which must include experience in each of the following:
  • Experience implementing and managing multi-million dollar budgets in a public sector environment.
  • Experience leading and managing in a large, complex organization.
  • Experience creating and innovating on human capital strategies, processes, and procedures in a public sector environment.
  • Experience working across units in a larger organization to build and improve processes in human capital or budget management.

Preferred QualificationsMaster's degree. Seven years experience in a senior leadership role in business, HR, or IT within a higher education or research-intensive environment. Five years experience implementing and managing budgets of more than $6,000,000 in a public sector environment. Five years experience creating and innovating on human capital strategies, processes, and procedures in a public sector environment with more than 60 FTE.Knowledge, Skills and AbilitiesDemonstrated ability to lead large teams, develop strategic plans, and execute successful outcomes from both. Demonstrated ability to lead and manage change effectively and with agility. Demonstrated ability to adapt thinking and behavior to new, changing, or unexpected events in complex situations. Demonstrated ability to turn strategy into action and achieve results through planning and implementation. Demonstrated ability to shape and guide the strategic direction of teams through effective communications, relationship building, and leadership. Demonstrated knowledge of aligning talent strategies with business strategies to drive employee satisfaction and achieve strategic goals. Demonstrated knowledge managing substantial organizational budgeting and finance. Demonstrated ability to lead with integrity and bring a strong sense of ethics into own work and the work of others. Strong commitment to customer service and operational excellence. Excellent communication and collaboration skills.Appointment InformationThis is a 100% full-time Academic Professional position, appointed on a 12-month basis. The expected start date is as soon as possible after the closing date. The budgeted salary range for this position is $200,000.00 to $215,000.00.
