The budgeted salary range for the position is $90,000.00 - 110,000.00. Salary is competitive and commensurate with qualifications and experience, while also considering internal equity.

Duties And Responsibilities
- Provide professional expertise for all campus locations to review the overall effectiveness of existing construction delivery methodologies and related processes (e.g., standard capital delivery, job order contracting, and in-house construction processes). Establish that, from a technical perspective, quality assurance and quality control measures are being met.
- Assist in identifying, developing, and recommending solutions for construction issues related to University and departmental policies and procedures.
- Serve as a liaison to University and campus administrative officials to address/resolve construction problems, and to provide direction on related policy, process, and compliance issues.
- Collaborate with campus personnel in professional services consultant selections, art in architecture selections and the creation of contracts for major University and State of Illinois Capital Development Board capital projects. Review professional services advertisements and contractor solicitation and contracting documents, amendments/change orders, and professional consultant selection recommendations.
- Collaborate with, and assist, System Office of Capital, Utilities, and Real Estate administrative officials in identifying effective strategies to develop and implement University programs including: Diversity and Veteran Business program, deferred maintenance program, auxiliary facilities system repair and replacement (AFS R&R) program and vendor registration, prequalification, overhead and burden rates and other vendor related reviews and approvals for the university.
- Collaborate with unit administrative officials in establishing performance metrics and benchmark goals to monitor/analyze activities (e.g., work quality, budget, and schedule) related to capital projects and thereby promote their success. Develop and prepare summary reports for administrative review.
- Serve as an in-house functional expert on capital and project management systems and promote the uniform application of capital systems. Advise university staff about technical aspects and project delivery processes of capital projects, and recommend technical and project delivery process changes and/or upgrades to project management systems as needed.
- Develop and maintain effective working relationships with university, campus, and departmental officials/staff to promote the success of established university objectives and goals.
- Provide training / assistance for capital programs, policies and procedures to the capital employees for the university.
- Assist with strategic planning and implementation of computer technology within the unit.
- Serve on University, campus, and departmental committees/teams.
- Perform other duties appropriate for the position of Assistant Director, Capital Programs Administration.
Required:
- Bachelor's degree in architecture, construction management, engineering, urban planning, business, or related field.
- Five years' relevant experience in capital planning, project management, or related field.
- Master's degree and/or professional certification in architecture, construction management, engineering, urban planning, business or related field.
- Seven years' relevant experience in capital planning, project management, or related field.
Required:
- Demonstrate knowledge and experience in construction management, project coordination, communication and design / construction work.
- Demonstrated leadership skills to identify, develop, and implement successful strategies to achieve organizational short- and long-term objectives and goals.
- Highly developed verbal and written communications skills that demonstrate the ability to communicate complex, technical information/data in a user-friendly format.
- Demonstrated exceptional teamwork skills.
- Excellent interpersonal skills to develop and maintain effective working relationships and proficiency working in a complex environment.
- Strong analytical skills to interpret complex, technical policies/procedures (including government statutes/rules/guidelines/regulations) applicable to construction engineering and project management.

- Excellent administrative skills that reflect good judgment and discretion.
- Proficiency with Microsoft computer programs/applications.
- Work experience acquired in a higher education institution or other public sector in the areas of capital planning, design, project management, budget and scheduling.
- Relevant experience in project management and/or performance improvement; professional experience in University or other public sector planning, capital project management, and budgeting.
- Relevant experience in procurement processes and/or contract management; ability to read ,interpret and update contracts and policy documents.
- Experience with capital construction project management information systems.
- Familiarity with public higher education in Illinois.
