The Visiting BEAD Analyst works in close collaboration with the Associate Vice President for Economic Development and Innovation (AVP) to advance the University's mission by assisting with the development and execution of strategic initiatives for the Office of the Vice President for Economic Development and Innovation (VPEDI) and building and managing relationships across a wide range of constituents related to broadband. The Visiting Analyst will work closely with the Illinois Department of Commerce and Economic Opportunity in support of their broadband initiatives as well. This position will also work closely with the Illinois Innovation Network (IIN). The IIN is a system of 15 university-community-industry-based hubs throughout the state that work together to drive inclusive innovation, sustainable economic development, and equitable workforce development across Illinois. The administrative agent to the IIN is VPEDI.
Duties And Responsibilities
This is a Full Time academic professional position. The expected start date is 6/9/2025. Sponsorship for Work Authorization is not available for this position. System Office jobs such as this one are not eligible for the Referral Program.
The budgeted salary range for the position is $65,000.00 - 75,000.00. Salary is competitive and commensurate with qualifications and experience, while also considering internal equity.

Duties And Responsibilities
- Assist with public research, management, and policy issues related to geo-spatial mapping and analytics.
- Contribute to development, design, and maintenance of policy or programs to advance digital and broadband deployment outcomes in the state of Illinois.
- Participate in broadband initiatives addressing data and mapping requirements and qualitative data collection efforts to understand the human impact of broadband initiatives, and integrate these insights into reports, presentations, and communication materials, enriching the narrative surrounding broadband impact.
- Collaborate in planning and implementing programs that address geospatial mapping. This will include policy development, outreach/educational activities, workshops, meetings, presentations, and other activities, empowering residents to actively engage in broadband mapping processes.
- Work with other staff as required or requested to develop and implement mapping, broadband infrastructure, and digital equity programs.
- Contribute data and mapping experience towards perfecting the broadband maps and evaluating applications for state and federal broadband infrastructure grants.
- Work with the Department of Commerce and Economic Opportunity, Office of Broadband, Illinois Innovation Network, Illinois Broadband Lab and other partners to identify resource gaps and create accessible mapping resources or thematic dashboards, offering insights into broadband metrics, digital equity efforts, and regional collaboration for various state and federal grant programs.
- Engage with partners, local governments, and communities to raise awareness about ongoing broadband initiatives.
- Perform other duties as assigned or as appropriate for an Assistant Director.
- Bachelor's degree in Urban Planning, Public Policy, Geospatial Sciences, Data Science, or a field related to the position duties.
- 1 years of relevant work experience in broadband impact analysis, GIS mapping, and/or data analytics roles. This could include experience in government agencies, non-profit organizations, or private sectors focused on broadband initiatives.
- Master's degree in Urban Planning, Public Policy, Geospatial Sciences, Data Science, or a field related to the position duties.
- Proficiency in GIS software (e.g., ArcGIS). Familiarity with data analytics tools, and relevant programming languages (Python, R). Awareness of database management systems and statistical analysis.
- Understanding of broadband policy, planning, and related regulatory frameworks is valuable. Knowledge of public policy or business administration can be beneficial for strategic planning.
- Experience in community engagement and outreach, as the role involves interacting with various stakeholders, including local communities, governments, and service providers.
- Experience of working with a team on project related activities.
- Excellent interpersonal and communication skills to effectively collaborate with diverse stakeholders, present findings, and drive strategic initiatives.
- Ability to exercise independent judgement and discretion to make sound decisions on behalf of the Office of the Vice President for Economic Development and Innovation.
- Strong writing skills and demonstrated experience writing for diverse audiences at all levels of an organization.
- Excellent organizational skills and multi-tasking capabilities to meet stringent deadlines and produce accurate, detail-oriented work.
- Ability to establish and maintain effective working relationships.
