The System Human Resource Services Office seeks a Talent Management Partner (TMP) who will coordinate talent acquisition and management processes. This position is responsible for recruiting, promotional processes, human resource transaction processing to include onboarding functions, appointment changes, adjustments and overall coordination and management of unit operations for the System Human Resource Services. In addition, the TMP will be responsible for leave administration and systems management.

DUTIES AND RESPONSIBILITIES
1. Primary contact for coordinating academic professional and civil service searches, including: job description development; providing salary recommendations; pre-screening applicants; chairing search committee meetings; coordinating and facilitating interviews; conducting references; extending and negotiating offers; and notifying applicants of search status for System Office units. Serve as a consultant to department/hiring managers on appropriate classification and exemption criteria.

2. Initiate hiring activities related to appointments, which includes: preparing offers letters; degree verifications, finalizing and fully executing new hire job descriptions (including entry in database) with the appropriate signatures, pre-employment checks such as non-disclosure forms and background checks; nepotism forms; HRFE transactions for new hires; verifying employment eligibility and completion of Form I-9's using the I-9 Tracker system.

3. Serve as an internal resource to SO employees and managers in researching and interpreting University policies and procedures related to employment, leaves, leave accruals and balances to satisfactorily resolve problems and/or address concerns.

4. Assist with the onboarding process to include updating hiring manager of candidate status, netid and UIN; new hire checklist; sending welcome information and onboarding materials; processing new hire access; facilitating benefit form completion; coordinating the completion of new hire processing within System Office HR and updates to the AVSL/VSL system.

5. Perform bi-annual reporting of Academic Vacation and Sick Leave (AVSL) for System Office units by providing development and analysis of usage reports from AVSL system as needed, verification of leave balances in AVSL and Banner system including preparation of reconciliation reports, and entry of data into Banner. Reconcile System Office AVSL system with Banner records Serve as an internal resource in researching and interpreting University policies and procedures related to employment and leave issues to satisfactorily resolve problems and/or address concerns related to human resource management.

6. Perform human resource transaction processing for all employee groups (students, grads, extra help, academic professional, civil service, academic hourly retirees/rehires and visiting scholars) at all three universities and System Offices which includes: processing payroll transactions and monitoring time sheet submission and approvals and processing job leave record changes while ensuring data integrity in Banner and HRFE systems for management reporting.

7. Assist with serve as a liaison with users and technical support staff for the Academic Vacation and Sick Leave (AVSL) and Vacation Sick Leave (VSL) reporting system and performance appraisal system regarding functionality; research technical issues and maintenance.

8. Assist units with understanding employee groups, civil service class specifications and salary structures; promotional paths; reviews internal and external equity data; provides guidance on appropriate title and salary.

9. Serve as a backup for all three universities and System Offices to the University of Illinois Board of Trustees (BOT) reporting relative to University academic policies, the Statutes, the General Rules and maintain ongoing communication with universities and said offices regarding academic appointment policy issues, recommending solutions to appointment-related problems, and assuming responsibility for final BOT documents for the BOT meetings to include submission of the New Hires, Reappointed Retirees, Resignations, Administrative Professional New Hires, Notices of Non-Reappointments, and Changes sections of the Secretary's Report.

10. Other duties and responsibilities appropriate for a Human Resource Associate to include handling general employee relations inquiries.

QUALIFICATIONS

Required:

  • Bachelor's degree in Human Resource Administration, Management, Organizational Administration, Public Administration, Labor Relations, Business Administration or a field closely related to the position.
  • Two (2) years (24 months) of work experience performing professional-level human resources duties.
  • Additional education, training, and/or work experience in the area of specialization inherent to the position, may be required.

Preferred:

  • Demonstrated experience with the recruiting/search process in private or public sector.
  • Experience providing human resources support and coordination in areas such as talent acquisition and management and leave administration.


KNOWLEDGE SKILLS AND ABILITIES
1. Excellent interpersonal and communication skills that reflect courtesy, diplomacy, and a collaborative approach to develop and maintain effective work relationships and to effectively interact with a broad array of internal and external constituents and System Human Resource Services clients.

2. Ability to work independently and to exercise good judgment and discretion in the performance of all work assignments.

3. Strong organizational skills and attention to detail to with the ability to multi-task and prioritize work accordingly to meet stringent deadlines while handling numerous interruptions and appropriately responding to matters of urgency in a fast paced environment.

4. Self-motivation and initiative to develop new strategies and ideas to improve overall efficiency and effectiveness of office operations.

5. Ability to provide a high level of customer service to System Office employee and department managers.

6. Advanced computer skills using Microsoft Office suite (e.g. Word, Excel, Outlook PowerPoint, Access) as well as proficiency with an Internet browser (e.g. Microsoft Internet Explorer, Chrome, or comparable browser).

7. Excellent problem-solving skills to address difficult, complex issues.

8. Excellent keyboarding, Experience with common computer applications and demonstrated ability to learn new programs.

9. Knowledge of University and Campus policies related to Human Resources including but not limited to those listed in the Recruitment and Hiring Guidelines, Campus Administrative Manual, Provost's Communications, and Policies and Rules.

10. Knowledge of recruitment practices and employment and leave based laws such as FMLA.

11. Working knowledge of University of Illinois business and human resources policies and procedures.

12. Ability to learn new HR related systems such as HRFE, Banner, Cornerstone, JDxpert, Tracker, VSL, AVSL and performance management.

APPOINTMENT INFORMATION
This is a 100% Full Time Civil Service Human Resource Associate position. The expected start date is 3/16/2025. Sponsorship for work authorization is not available for this position.

The budgeted salary range for the position is $60,000.00 - 65,000.00. Salary is competitive and commensurate with qualifications and experience, while also considering internal equity.
