Executive Director, Sponsored Programs Administration-(V)

University of Maryland, Baltimore (UMB) is seeking an Executive Director of Sponsored Program Administration to join the Office of Research and Development’s Sponsored Program Administration (SPA) department.  This position will oversee the contracts and grants teams of the SPA department. The Sponsored Programs Administration (SPA) oversees and leads pre-award and non-financial post-award administration to investigators and departmental administrators for the University of Maryland, Baltimore. SPA facilitates the review and submission of all sponsored project proposals and assists departmental administrators when contracts and grants are awarded to UMB investigators.

ESSENTIAL DUTIES

  • Provide strategic alignment with unit and campus wide goals / objectives. Develops metrics and associated quality assurance monitoring to evaluate ongoing functional programs and controls that informs strategic direction and leadership to a team of professional staff in the administration of grants and contracts.
  • Develop and strengthen relationships with other central offices (e.g., Sponsored Projects Accounting and Compliance, Accountability and Compliance, Administration and Finance) as well as School Dean's Offices. l Identify and resolve problematic terms and conditions within funding opportunity announcements, awards, and contracts.
  • Monitor and supervise assigned team members; assists in recruiting and interviewing new staff; provides compliance oversight and guidance for team members. Work with Assistant Directors and / or Managers, Sponsored Programs Administration to prepare annual evaluations (PDPs) of his / her team members. As a supervisor, reviews and approves time sheets for sponsored programs administration staff.
  • Grants : Independently troubleshoots and assesses risks for System to System applications and other sponsor system submissions; participates in testing new features and issues in Kuali Research.
  • Contracts : Review, write, negotiate, and execute complex agreements that are not able to be resolved by senior administrators and that have a high consequence of risk and error. Draft standard agreement models and monitor reference tools for staff. Consult with University Counsel and the Technology Commercialization Office as needed to ensure that contract provisions are appropriate and sufficient.
  • Assist in processing monthly reporting of awards to Sponsored Projects Accounting and Compliance regarding contracts and grants in progress, team workload distributions, temporary account deficits and the associated 90-day reports.
  • Communicate sponsor requirements for non-financial postaward action items; respond in a timely manner to post-award financial or administrative requests. Apply protocols for post-award administrative processes and knowledge of sponsor cost principles.
  • Develop internal training for sponsored program administration teams and external training for campus research administration personnel; identify learning gaps in staff and create action plans to close these gaps; manage internal communications between Sponsored Programs Administration staff (within and between the various teams).
  • Advise campus community regarding pre-award and non-financial post-award administrative and compliance issues.
  • Serve as primary liaison with funding agencies.
  • Perform other related duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS

Education : Bachelor’s degree in Accounting, Business Administration, Finance, or related field. (Master’s degree and additional certification is preferred and can be used to substitute for relevant experience)

Experience : Nine years of related experience years spent progressively building a background in the sponsored project, post-award, cost, or compliance accounting functions.

Supervisory Experience : Five years of direct management involved in recruitment, training and professional development of staff and directly responsible for the performance of staff.

Other : Financial disclosure reporting required by State of Maryland Ethics Committee.

Except for qualifications established by law, additional related experience and formal education in which one has gained the knowledge, skills, and abilities required for full performance of the work of the job class may be substituted for the education or experience requirement on a year-for-year basis with 30 undergraduate college credits being equivalent to one year of related experience. In instances where specific education and / or experience is required only directly related education and / or experience may be substituted.
