Primary Purpose of Organizational Unit

The Office of the University Cashier reports to the Treasury Services Director and is part of the Finance and Operations Division. The office serves as the central office for the collection and reporting of University revenues. The responsibilities of the office include billing, collection, monitoring and reporting of tuition & fees, other departmental charges and campus based loans, which include Federal and University long-term and short-term loans. The office is the regulatory authority for ensuring that University revenues are invested in interest bearing accounts in a timely manner in accordance with Federal and State Laws.

Position Summary

This position may be eligible for a hybrid work arrangement that may include a partially remote work location, consistent with System Office policy. UNC Chapel Hill employees are generally required to reside within a reasonable commuting distance of their assigned duty station.

The Loan Specialist is a vital member of the financial operations team at the University of North Carolina, responsible for managing the complete lifecycle of campus-based student loans and receivables. This role encompasses a range of critical duties, including due diligence, collections counseling, regulatory compliance, account management, and reporting. The Loan Specialist ensures that all activities adhere to federal, state, and institutional guidelines, including the Fair Debt Collection Practices Act (FDCPA) and the Fair Credit Reporting Act (FCRA), as well as specific requirements from the State of North Carolina.

In this role, the Loan Specialist provides collections counseling to borrowers, conducts account analyses, and manages collection calls and skip-tracing efforts. They maintain comprehensive and accurate documentation of all activities and ensure timely and professional responses to borrower inquiries. The Loan Specialist acts as a key liaison with internal and external stakeholders, facilitating clear communication and collaboration to support effective account resolution.

This position commands a competent level of expertise in financial analysis, regulatory compliance, and account management, along with a commitment to delivering exceptional service to a diverse borrower population. By fostering accountability and compliance, the Loan Specialist plays a critical role in upholding the university's mission of accessibility and financial stewardship, while supporting its overall operational excellence.

Minimum Education and Experience Requirements

Bachelor's degree in business administration or a related discipline; or an equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

Required Qualifications, Competencies, and Experience

Demonstrated ability to understand and interpret federal and state loan regulations. Proficiency in Microsoft Office Suite, particularly Word and Excel and Access.

Proven experience in collections, loan servicing, or related financial operations. Strong organizational, analytical, and communication skills.

Preferred Qualifications, Competencies, and Experience

Familiarity with U.S. Department of Education loan programs and policies. Any experience in managing third-party loan servicer relationships.

System Integration Skills : Experience generating reports, troubleshooting electronic file submissions, and managing credit disputes within loan management systems. Commitment to Service Excellence : Demonstrated ability to provide exceptional customer service to a diverse population, ensuring compliance while addressing borrower concerns with professionalism and empathy.

Collections Experience : Direct experience in collections, including skip-tracing, account analysis, and counseling borrowers on repayment options. Regulatory Knowledge : Demonstrated ability to interpret and apply federal, state, and institutional regulations governing student loans and receivables, including the Fair Debt Collection Practices Act (FDCPA) and the Fair Credit Reporting Act (FCRA).
