General Description / Primary Purpose:
Manager Student Financial Aid Budget and Audit, under the direction of an Associate Director or above, assists in the design, development and implementation of departmental processes and/or programs. Directs compliance and audit preparation for department. Manages budgets for institutional and federal programs. Recommends policies and procedures to ensure effective coordination of departmental programs.
Job Function:
In coordination with AVP, develops budgets for all Enrollment Services scholarship and grant programs. Manages budgets for institutional and federal programs. Recommends policies and procedures to ensure effective coordination of departmental programs. Engage in frequent contact with members of the university community regarding enrollment services issues, particularly budget and accounting teams. Plan, design, develop and assist with the implementation of various financial aid programs which will support both the internal goals of Enrollment Services, as well as the overall strategic plan and metrics. Serves as a backup for these functions in the absence of the Assistant Vice President.
Oversees the Foundation scholarship budgets. Creates, analyzes and manages the Foundation scholarship program budgets both for endowment and non-endowment accounts. Ensures compliance with federal and state regulations and donor agreements. Develops and maintains various Financial Aid dashboards and reports, leveraging programming languages such as SQL and DAX as well as Power BI. Produces comprehensive reports, graphs and charts that aid in strategic initiatives and performance metrics. Leads in the development of automation for Financial Aid reports. Conducts finance and accounting audits for invoices, general ledgers, scholarships and all award types to ensure accuracy of information and compliance with federal, state, local and institutional regulations. Synthesizes information from student, financial aid, admissions, foundation, finance, accounting and other departments to provide a comprehensive view of the University's financial landscape.
Assist the AVP with developing and directing all compliance and federal, state and institutional audit preparation for student financial aid programs and processes. Interpret laws, rules, policies & procedures and ensure compliance. Work with all facets of division to ensure that we are complying with the state/federal and local policies. Will train and supervise Enrollment Management and Financial Aid OPS staff and serve as a lead for the Enrollment Management support specialist team. Assist Enrollment Services leadership with process documentation and training initiatives. Serves as a back up for these functions in the absence of the Assistant Vice President.
Responsible for collaborating with other functional leads in Banner security access and helping leadership monitor computer access granted to staff. Assist with special projects, including Federal, State and BOG reporting, as assigned by the AVP. Serves as Banner Security administrator for the Aid_2 profile. During declared campus emergencies, this position may be required to perform specific job-related duties at a designated off campus location or place of residence.
Marginal Functions:
Attend professional seminars and conferences to keep abreast of laws and regulations affecting Student Financial Aid and Enrollment Services. Represent the Office in meetings and group presentations.
Departmental Requirements:
Must possess excellent communication skills, both written and verbal; must be well organized; must have strong computer skills; must have strong interpersonal skills. Must possess knowledge of the entire financial aid lifecycle and the ability to assist students in navigating through the many processes. Must possess working knowledge of admissions and records processes and how financial aid fits into the entire enrollment cycle.
Supervision Exercised:
This position supervises the Student Financial Aid budget and audit OPS staff.
Supervision Received:
Supervised by the Assistant Vice President for Enrollment Management and Student Financial Aid. The incumbent develops procedures for performing a variety of complex duties within established guidelines; has considerable freedom while the work is in process and receives instructions on new assignments.
Level of Public Contact:
Participates in various university committees to further the advancement of Enrollment Services and to facilitate the development and integration of programs. May serve on University/Board of Trustees or SUS committees. Participates in off campus travel related to Enrollment Services/University functions, SCT Banner training and testing, and professional development.
Monetary Responsibility:
Over $120 million per year. Errors could result in liability for reimbursement to federal, state, or private agencies and possible audit findings.
Policy-making and/or Interpretation:
Works with the directors and team leads of all Enrollment Services areas to ensure compliance with the University, SUS and Board of Trustees rules and regulations. Creates and implements strategies and procedures to fulfill University and Enrollment Services goals. Develops and recommends policies relating to Financial Aid. Responsible for the development, documenting and implementation of operating procedures for the department. Reviews and assists with interpreting policies and procedures that impact the Enrollment Services division.
Program Direction and Development:
Responsible for development and management of Student Financial Aid budgets, compliance, and audits.
