Position Summary :

The mission of UNC'sAdministrative Service Centers is to provide customers with quality, timely andefficientservices. ASCs will achieve this mission by utilizing technology,cultivating the skills of our staff and building strong relationships with campuscustomers. ASCs will operate with the understanding that we live in acompetitive environment and our goal is to ensure efficient and effectiveservice.

The AdministrativeService Centers will provide support to UNC's administrative divisions andacademic colleges. ASCs will reduce fragmentation in roles and emphasizespecializations. In its basic form, the ASC team will consist of (1)an administrative operations manager, (2) a human resources specialist, (3) anaccounting specialist, and (4) a communications specialist.

The Business Operations Manageris a key position in UNC's Administrative Service Center (ASC) model. Themission of the ASCs is to provide stakeholders with quality, timely andefficientservices. ASCs will achieve this mission by utilizing technology,cultivating the skills of our staff and building strong relationships withcampus stakeholders. ASCs will operate with the understanding that we live in acompetitive environment and our goal is to ensure efficient and effectiveservice.

The Business Operations Manager willhave primary responsibility for key business functions, including strategicbudget management. The BusinessOperations Manager will also work in conjunction with the offices of GeneralAccounting and Purchasing & Contracts.

The Accounting Specialist will be responsible for processingaccounting and purchasing & contracts related transactions for staff, andstudents. They will process travel, p-cards, p-card reallocations, fundapprovals, purchase orders, check / ACH requests, invoices, journal entries, anddeposits.

Job Duties : Budget Manager (60%)

Understands the department budgets for the College of Osteopathic Medicine and provides expertise regarding expenses.

Creates budget by line item and analyzes in conjunction with the appropriate unit leadership and directors in relation to expenditures.

Completes analysis of future year's commitments from a budgetary perspective.

Provide monthly reports to department leadership regarding budget status and balances.

Prepares and submits budget revisions and corrections.

Coordinate the preparation and administration of annual operating budgets, forecasts and multi-year projections for use within the division and as a component of university-wide financial reporting and modeling.

Reviews availability of funding and approves budget revision requests, requisitions for staff recruitment, contracts, and new positions.

Fiscal year budget reconciliation with university accounting records.

Track and monitor internal and external funding sources / budgets.

Follow University policies and procedures with respect to all financial transactions. Conducts budget analysis and anticipates problems to develop processes for resolution.

Investigate, monitor, advise and recommend solutions for budgetary problems and procedures; compile and present financial data to reporting units (as needed).

Project expenses and financial feasibility for hiring plans and monitor accounts on a monthly basis. Assist with fiscal policy development within the division.

AccountingSupport (40%)

Submit and process travelauthorizations and reimbursement as well as track travel expenses.

P-Card Holder, Reallocator, &Fund Approver Responsibilities.

Submit Purchase Requisitions toget Purchase Orders.

Submit Check / ACH Requests to payinvoices.

Process Independent ContractAgreement paperwork and payments.

SubmitCatering and Alcohol Approval Form.

FOAPManagement (fund / org requests, financial manager updates).

SubmitGifts, Prizes, & Awards paperwork.

Submit moving expense reimbursement paperworkfor new staff.

TrackCapital Assets / Property Control.

Checkfor issues in the posting of expenses and submit Journal Entries if needed.

SubmitElectronic Internal Orders to pay invoicesto offices within UNC.

CompleteFiscal Year End Closing procedures.

SubmitContracts, MOUs, Agreements, Sales, Proposals, Intergovernmental Agreements,etc. for approval.

Order office supplies.

Order equipment from IM&T andsubmit support tickets for staff.

Create, send and track Animal ResearchFacility Per Diem invoices.

Process Graduate StudentAssociation Grant reimbursements.

Submit requests to Facilitiesincluding card and key access requests.

Minimum Qualifications :

Bachelor's degree in thefield of Business Administration or Accounting OR Five years of officemanagement experience with a significant budgetary component.

Minimum of five years ofprogressively responsible related experience.

Employees at UNC receive sick leave, and other leave options may be available based on position. Full-time employees are eligible to receive tuition waiver benefits, as well as dependents and spouses of UNC Employees who are employed at 0.5 FTE or above are eligible for undergraduate dependent tuition grants of up to 50%. These tuition grants will cover in-state tuition charges. Further requirements may exist. Other benefits may be available based on position.

This position is contingent on funding from the Colorado State Legislature, approval by the Board of Trustees, and subject to the policies and regulations of the University of Northern Colorado.
