Responsibilities

GENERAL PURPOSE :

Responsible for the administrative, operational, and financial management of program / s that cross multiple departments. Responsible for carrying out the mission of the Medical Center services through successful development of strategic plans, business and operational plans for new and / or expansion of services, facility and capital planning, organizational operating budget and expense management, facility and equipment expansion projects, marketing, web and fundraising proposals. Under the direction of the Chair of the Department, also serves as the Senior Program Administrator for carrying out the mission of the department. This position works collaboratively with all division chiefs and Medical Center Leadership to develop strategic, financial, and operational plans for mission success.

SPECIFIC RESPONSIBILITIES :

  • Strategic Initiatives : Works collaboratively with Medical Center Senior Leadership team and Chair of the Department to develop and implement department strategic initiatives including : new programs and program expansions, program innovations such as service-lines / telemedicine / DSRIP, capital infrastructure development, network and payer relationships, innovative academic programs faculty and fellow recruitments.
  • Operations Management : Oversees operational functions to ensure clinical programs have the appropriate infrastructure to support excellence in clinical care delivery including : ambulatory program operations, decision support reporting, departmental reputation building and branding (web, marketing, PR, US News and World Report and advancement proposals), quality infrastructure development, surgical service-line liaison to all extramural agencies and officials, primary liaison to all community-based collaborations, planning and implementation of major clinical initiatives. Plans for and directs the administrative support staff for all clinical program activities to assure efficient and effective use of resources. Establishes internal program policies and procedures, assuring compliance with the University and Medical Center. Maintains a liaison role with various Medical Center and University ancillary and support services for the purpose of information sharing, interdepartmental planning, and administrative matters. Chairs interdepartmental administrative groups upon request of Medical Center administrative team.
  • Department Oversight : Oversight of Departmental administrators, operations, and infrastructure to include : clinical operations standards for clinical care and program performance; faculty administration and program management functions; revenue cycle management, billing and compliance; fellowship administration and adherence with ACGME standards.
  • Organization : Acts on behalf of the organization and considers the interests of the overall URMC organization in decisions making. Acts on behalf of organization and department effectively balancing departmental requests with organizational policies / procedures. Maintains liaison with all URMC Divisions for administrative problem resolution and general information purposes. Serves on Medical Center committees to represent the Department.
  • Finance : Serves as the Department Senior Financial officer responsible for program capital and operating budgets. In conjunction with other Medical Center Divisions and Department CFO assures fiscal control through a reliable system of expenditure and revenue accounting. Coordinates with Medical Center planning office, the development of all CONs required for new or expanding programs. Oversees preparation of operating and capital budgets; prepares business plans for incremental resources and program expansions; supervises the coordination and review of quarterly reports to the COOs, CFOs, and Chair including inpatient, outpatient, and contract services performance. Directs analysis and report preparation of strategic initiative performance, service trends and other projections, revenue and expenses generated from services, grants, and other academic programs. Monitors contract performance and oversees program expansion project budgets. Serves on financial committees aimed at improving financial performance in VBP contracts, other third-party payer contractual agreements.
  • Leadership : Fosters effective communication with employees, peers, and leaders; builds and maintains relationships; develops others; and manages projects, team, and work groups. In partnership with Department leaders and the HR Business Partner, oversees departmental human resources functions regarding structure, employment, compensation review, promotions, disciplinary actions, and terminations. Monitors staff engagement and initiates actions to ensure high levels of engagement. Articulates goals and coaches staff for optimal performance toward stated goals. Establishes a service culture to provide a first-rate experience for customers (patients, referring providers, faculty). Ensures staff are provided job training and professional development, performance evaluations, coaching. Manages change process; models Org values; solves problems; makes effective decisions using data / input from stakeholders.

REQUIREMENTS :

  • Graduate degree, preferably in Health Administration or Business Administration;
  • 5-7 years relevant experience at a senior managerial level with emphasis in clinical operations and finance and familiarity with administration of academic programs preferred,
  • or an equivalent combination of education and experience.

    Pay Range

    Pay Range : $130,811 - $196,248 Annually

    The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries / hourly rates will be set within the job's compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.
