Position Description

Advertised Job Summary
The Excellence in Policing and Public Safety program (EPPS) requires a Director of Research and Technical Assistance to lead the Program’s collaborative and supportive efforts with South Carolina law enforcement agencies and academic institutions, from needs identification through solutions development, in close coordination with other Program activities. Duties to include:
  • Contribute to the strategic development process for the Center, with a focus on identifying critical needs in South Carolina law enforcement agencies through direct engagement, focus groups, surveys, and interviews. Oversee vetting of technical assistance objectives with key law enforcement and community stakeholders.
  • Collaboratively design a suite of technical assistance offerings to meet the needs of South Carolina Law Enforcement Agencies, with an eye toward expansion nationally and internationally. Develop projects, build teams, identify milestones, and oversee quality and timely delivery of services and products.
  • Develop and implement process for evaluating impact of Program research and technical assistance offerings. Identify performance measures and intended outcomes, develop methodology, and conduct periodic evaluations of technical assistance projects. Using these insights, iteratively improve Program offerings over time.
  • Working closely with Faculty Director and Executive Director, liaise with South Carolina law enforcement agencies and communities to identify priority research needs, establish researcher/practitioner partnerships, and develop and implement Program’s strategic research plan to advance fair and effective policing.
  • Contribute to Program communications, draft articles on technical assistance projects for practitioner audiences, engage in partner outreach to increase demand for Program offerings, and represent the Program at practitioner conferences
  • Identify external funding sources and opportunities to further support Program technical assistance projects and SC stakeholder agencies, lead application efforts, and manage/administer resulting grants/external funding.
  • Teaching Executive Credentialing and courses within the EPPS Masters and Graduate Certificate Program.


Required Education and Experience
JD or PhD plus 7 years relevant experience in a law enforcement agency or in a non-profit, academic institution, or private industry that engages in sustained partnerships with law enforcement agencies.

Preferred Qualifications
  • Experience working with public safely partners to identify, apply for, and facilitate/manage/administer research or practice-oriented grants. Advanced understanding of grant writing, fundraising, or otherwise contributing to development milestones
  • Experience consulting with/advising police and community stakeholders on legal or technical aspects of public safety programs
  • Experience conceptualizing, developing, leading, and implementing novel programs, strategies, and research projects, including strategic development and project management. Specifically, experience generating project proposals, creating project management timelines and tracking mechanisms, and managing implementation.
  • Experience overseeing programmatic budgets.
  • Experience building diverse, multi-disciplinary teams to support project implementation.
  • Experience identifying and assessing performance measures and revising projects based on assessments and other feedback. Experience conducting program evaluations is strongly preferred.
  • Experience identifying, developing, and maintaining strategic partnerships, with a particular focus on law enforcement agencies and researcher/practitioner partnerships.
  • Strong familiarity with social science research and integrating scientific evidence into police practice. A history of peer-reviewed academic research is strongly preferred.
  • Strong interpersonal skills and ability to communicate effectively and in nuanced ways to law enforcement and academic audiences. Higher Education teaching experience
