Job Summary
The Research Engineering Scientist Associate I will review plan, specifications, and engineering reports for new or modified Public Water Systems (PWS). Performs complex engineering work at a professional level in the evaluation, review, selection, adaptation, and modification of standards, techniques, procedures, and criteria.
Essential Duties and Responsibilities
- Reviews plans, specifications, and engineering reports for new or modified public water systems for the Texas Commission on Environmental Quality (TCEQ), ensuring compliance with applicable regulations.
- Coordinates or performs technical data collection, research, analysis, evaluations, inspections, or surveys and evaluates impacts.
- May supervise, coordinate, and review the work of others, and may be assisted on projects by engineers, other professionals, or technicians.
- Makes and records observations and measurements.
- Work may result in the development of new or refined techniques, procedures, equipment, processes, products, and/or scientific methods.
- May coordinate the work of division level technical staff.
- Performs other duties assigned.
Minimum Qualifications
- Bachelor’s degree with one (1) year of experience in data analysis, environmental quality management, public utilities, business administration, or related field; or equivalent combination of education and relevant experience may be substituted as appropriate.
Preferred Qualifications
- Bachelor’s degree in engineering and one (1) year experience in hydraulics or other civil engineering areas.
Knowledge, Skills and Abilities
- Solid working knowledge of Microsoft Teams, Word and Excel; and PC’s.
- Solid working knowledge of database entry; ability to learn TCEQ databases. Solid working knowledge of TCEQ and Environmental Protection Agency rules, regulations and procedures related to publicly owned treatment works and pretreatment programs.
- Skill in organization and attention to detail, and the ability to work independently once trained.
- Ability to draft routine correspondence, reports, documents, policy, procedures, case narratives, or prepare other lengthy documents via handwritten or use of technology.
- Perform visual activities requiring prolonged attention to detail such as editing and proofreading.
Other Requirements
Working Conditions
Standard office environment. Job activities include but not limited to sitting, standing, lifting and carrying batches of paper up to 10 lbs. Infrequent travel (i.e., annually) for activities such as job skills training or participating in institutional and client meetings and conferences.
