Job Details : Purpose
Provide strategic oversight for and manage financial and administrative activities for the business affairs function in the Provost's Office. Provide consultative support requiring professional judgment and knowledge of university policies and procedures to the administrative units reporting to the Provost's Office.
Responsibilities
- Provide direction, leadership, and management for business functions in the Provost's Office in the areas of budget, financial management, internal control procedures, and administrative business functions. Oversee and enable business operations ensuring service excellence, efficiency, and compliance. Serve as approver for financial transactions, official occasions, costing allocations, and other delegated actions ensuring daily reviews / approvals. Act as liaison and point of contact with university business and processing offices. Ensure portfolio's needs are met and incorporated in future modification plans to University's administrative applications. Document operating procedures, workflows, and processes.
- Oversee financial matters for administrative units reporting to the Provost's Office. Facilitate timely and effective communication with business contacts in administrative reporting units. Provide financial and consultative support for the administrative reporting units. Partner with reporting units on budget management and financial planning.
- Manage annual budget preparation and instructions for the Provost's Office and administrative reporting units. Prepare, review, and analyze operating budgets. Analyze account balances, reports, and schedules on budget and accounting data. Prepare budget planning and forecasting information for the departmental budget. Create or review analyses, forecasts, reports, and budget overviews including five-year simulations. Review reconciliations and ensure any corrections are executed.
- Collaborate with the Director of Human Resources to ensure the human resources needs of the portfolio are communicated and met. Assess the financial impact of HR actions and provide recommendations to leadership. Support the Provost's Office HR processes including merit review. Serve as back up reviewer and approver of HR documents, and University-wide layoffs, non-renewals, and reorganizations on behalf of the Provost.
- Support the Associate Vice Provost (AVP) and Academic Budget Officer with Provost's Office initiatives for administrative reporting units and colleges / schools as assigned. Serve as CUBO (Council for University Business Officer) delegate for the AVP, including attending meetings as back up and signing / approving applicable university documents. Attend meetings as AVP's back up. Serve as back up for Business Affairs staff including the liaison and business contact for the Texas State Historical Association, the Darrell K. Royal Alzheimer's Initiative, and the Governor's University Research Initiative (GURI). Compile, design, and develop reports and conduct research and analysis of financial, human resources, or other data for use by executive leadership.
- Supervise a team. Oversee day-to-day performance, provide mentorship and encourage professional development.
- Other related functions as assigned.

Employment Eligibility :

Retirement Plan Eligibility :
The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to the position being at least 20 hours per week and at least 135 days in length. This position has the option to elect the Optional Retirement Program (ORP) instead of TRS, subject to the position being 40 hours per week and at least 135 days in length.
