County Planner
JOB SUMMARY
This position is responsible for assisting in implementation and enforcement of long-range and short-range planning efforts, implementing various state statutes and County ordinances, ensuring compliance with applicable zoning standards and related ordinances, supporting and improving various County programs.
MAJOR DUTIES
· Assists the Building and Zoning Director with departmental responsibilities and functions.
· Assists with implementation and updating of the Comprehensive Plan.
· Assists with administration of the Zoning Ordinance.
· Serves as the County Floodplain Administrator.
· Presents cases and issues before the Planning Commission and Board of Commissioners.
· Serves as a grant writer and administrator including CDBG grants, when required.
· Pursues implementation of resiliency and sustainability programs and policies.
· Assists with drafting new county ordinances and amendments.
· Responds to walk in and call-in customer questions.
· Represents the Building and Zoning Department at meetings.
· Assists with Subdivision Ordinance administration, site plan and sign permit application review.
· Serves as an alcohol permit application reviewer.
· Assists with administering the address sign program.
· Obtains and maintains appointment as notary public to assist Deputy Clerk.
· Belongs to and participates with professional organizations such as GPA, APA, GAZA and GAFM.
· Assists in promoting public engagement activities.
· Performs related duties as required.
KNOWLEDGE REQUIRED BY THE POSITION
· Knowledge of zoning principles and ordinances, subdivision ordinances, general planning principles, general knowledge of deeds and plats.
· Knowledge of local ordinance construction, format and creation.
· Skill in operating office equipment such as computers, scanner, facsimile, printer, calculator as well as job related software.
· Superior skill in oral and written communication.
· Skill in interpersonal relations.
· Skill in public speaking.
SUPERVISORY CONTROLS
The Building and Zoning Department Director assigns work to the County Planner related to department programs, processes, goals and objectives. The work is reviewed through conferences, reports, and general review.
GUIDELINES
Guidelines include Georgia Zoning Procedures Act, Upson County Zoning Ordinance, Upson County Building Permit Guidelines, Upson County Subdivision Ordinance, Upson County Alcohol Permitting Ordinance, Upson County Address Ordinance, Federal and Upson County Floodplain Ordinance. These guidelines require judgement, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK
· The work consists of project, program, ordinance and statutory enforcement and administrative duties. Deadlines mandated by law, lack of public awareness of rules, the need to educate other officials, unpredictable and uneven workload, interaction and coordination with other programs, departments and agencies, contribute to the complexity of the position.
· The purpose of this position is to assist in implementation and enforcement of various state statutes and County ordinances. Successful performance in this position helps ensure efficiency and effectiveness of the department.

· Contacts are typically co-workers, board members, elected officials, local industries, other agencies, media, citizens and property owners.
· Contacts are typically to exchange information and to provide services, and to resolve problems.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
· The work is typically performed while sitting at a desk, or while intermittently sitting, standing, stooping or walking, occasionally lifts light objects, and distinguishes between shades of color.
· The work is typically performed in an office with occasional field work.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has no primary or direct supervisory or departmental management responsibilities.
MINIMUM QUALIFICATIONS
· Knowledge and level of competency commonly associated with the completion of a master’s degree in urban planning, public administration or a course of study related to the occupational field.
· Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to conduct and coordinate work within the division/department, usually interpreted to require at least one to three years of related experience.
· A combination of education and experience will be considered in meeting the minimum qualifications. Recent master’s graduates of accredited planning and public administration schools will be considered.
