Job Summary
The Construction Manager will oversee and manage the construction phase of a network electronics and fiber optic infrastructure project. This role ensures that all construction activities meet design specifications, regulatory requirements, safety standards, and operational goals. The Construction Manager will act as a key liaison between the Owner, the engineering team, and the contracted outside plant construction firm, providing technical oversight, inspection, and coordination throughout the project lifecycle.
Responsibilities
Construction Oversight and Inspection
- Monitor and inspect all construction activities related to network electronics equipment installation, network hut construction, and fiber optic infrastructure deployment.
- Ensure compliance with approved design specifications, technical drawings, and bid package requirements.
- Verify adherence to safety standards, environmental regulations, and permitting conditions, including those for Alabama State Highways and railroad crossings.
Collaboration and Support
- Assist owner and its representatives during the construction process by providing technical expertise and resolving on-site issues.
- Coordinate with the project engineer to confirm that construction aligns with architectural, technical, and operational objectives.
- Serve as the primary point of contact for the outside plant construction firm, ensuring clear communication and timely execution of tasks.
Quality Assurance
- Conduct regular site visits to validate the quality of workmanship, materials, and equipment installation (e.g., fiber transmitters, termination racks, cable management systems).
- Ensure power systems (including backup and redundant systems) and environmental controls for network huts meet specified requirements.
- Identify and address deviations from the design or construction plans, recommending corrective actions as needed.
Documentation and Reporting
- Track materials and equipment deliveries between suppliers, Owner and construction contractor.
- Track construction progress and provide regular updates to the Owner and the project team.
- Revise construction drawings as necessary during the build process to reflect changes or field adjustments.
- Manage the delivery of final redline documentation from construction contractor for each completed segment of the fiber network.
Permitting and Regulatory Compliance
- Support the permitting process by ensuring construction adheres to technical drawings and requirements for fiber installations crossing or paralleling Alabama State Highways and railroads.
- Address any regulatory or permitting issues that arise during construction, working with the project engineer and relevant authorities.
Project Closeout
- Oversee system start-up and commissioning activities in collaboration with the installation contractor.
- Verify that all construction deliverables are completed to satisfaction before handover to the Owner.
Qualifications
- Experience: Minimum of 5 years of experience in construction management, preferably with telecommunications, fiber optic, or utility infrastructure projects.
- Familiarity with network electronics, fiber optic systems, and utility construction standards.
- Proficiency in reading and interpreting technical drawings, specifications, and permitting documents.
- Experience with ESRI-based mapping systems (e.g., file geodatabase, shapefile formats) is a plus.
- Experience with ADSS fiber network construction is a plus.
Other Notes
- Certifications: PMP, CCM, or similar construction management certification preferred but not required.
- Soft Skills: Strong organizational, communication, and problem-solving skills; ability to manage multiple stakeholders and work under tight deadlines.
- Regulatory Knowledge: Understanding of Alabama Department of Transportation (ALDOT) and railroad permitting processes is highly desirable.
