POSITION SUMMARY
The Program Manager will be responsible for implementing UBHs Rapid Rehousing (RRH) program. This program offers shortterm rental assistance combined with linkages to employment and other supportive services, in order to end clients homelessness and create long term selfsufficiency. Using a Housing First approach, clients are stably housed through the support of the Housing Case Manager. The Program Manager will be responsible for overseeing case management services that assist clients in retaining their housing as well as being good tenants and neighbors. Additionally, he/she will be responsible for building partnerships with landlords to assist in mediating landlord/ tenant issues, as well as gain access to available housing units.
Essential Duties
Primary duties include, but are not limited to, the following:
Administration
- Administer and oversee programs and direct services
- Develop and/or update written program policies and
- Provide training and guidance on written program policies and
- Ensure integration of Evidence Based Practices, standards of excellence, and UBHs core values into daily work and
- Work collaboratively and strategically with other community organizations to support a seamless and coordinated system of
- Provide oversight on financial assistance and track budget
- Manage audit or monitoring requirements of programs, be the point of contact for all external and internal audit/monitoring
- Interface with Funders in conference calls, meetings, trainings
Program Management
- Provide leadership, guidance and direct supervision of program
- Oversee service delivery and develop quality control issues to maintain the highest standard of
- Oversee the daytoday management of program activities including client enrollments, creation of individualized housing stability plans, housing location, coordination of rental assistance and stabilization services, including linkages and referrals to appropriate service
- Generate and analyze program reports monthly to identify trends and make projections or recommendations for program
- Respond to emergency and priority situations such as safety and security
- Submit timely payment requests to Finance for financial
- Ensure compliance of grants and contracts; work with development and finance teams to implement and/or improve reporting tools; and ensure timely, accurate reports and communications to funders, Board of Directors, management team and
- Problemsolve with landlords and participants to address any
- Collaborate with pertinent stakeholders to improve and enrich UBH
- Represent UBH through participation in external meetings with partners and potential
- Development of a) program rules and policies, b) long and shortrange goals and plans, c) program evaluation, and d) budget preparation and
- Recommend coursecorrection and submit for approval to program
Reports/Contracts and Compliance
- Oversee tracking, charting and documentation of services, file maintenance, and budget
- Responsible for the achievement of program goals including budget spend
- Ensure program compliance in accordance with all applicable laws, regulations and contractual
- Ensure staff are completing all required documentation in HMIS and other funder and UBH mandated
- Generate weekly audit reports to track staff data entry into HMIS and other required
- Spot check participant files to ensure compliance with contract
Human Resources
- Hire direct report staff, provide feedback and evaluation on a regular
- Support and coach team in professional skills and its place in the UBH system of care and the larger social services continuum of
- Identify staff development needs and Work closely with the team to bring in training opportunities and identify areas for professional growth in coordination with Quality Management.
- Client Services Provide guidance and oversight around all aspects of service This includes outreach, referral resources, landlord relationship building and housing navigation, and case management services. Ensure staff are working with tenants to develop good neighbor habits and interface with neighboring properties to ensure UBH is seen as good neighbor. Coordinate interventions with case managers and mental health provider staff both internal and external to ensure that services delivered promote housing retention and community integration.
QUALIFICATIONS:
- Bachelors Degree in a social work or science or related. Masters a plus.
- At least 3 years' experience in the social service field working with housing resources for homeless
- Proven managerial experience leading a diverse team, to include mentoring, training, coaching and consistently communicating with staff and external
- Proven leadership skills and management experience, including the ability to develop team performance and a genuine desire to coach and
- Ability to synthesize information and knowledge in order to problemsolve and achieve creative solutions and drive
- Understanding and willingness to work with the Coordinated Entry System utilized in Los Angeles
- Must have strong professional experience working with community/partner
- Mastery in relationship building by cultivating principles of integrity, honesty, and trust including the ability to inspire staff and
- Ability to work in a variety of settings with culturallydiverse persons and communities with the ability to be culturally sensitive and
- Basic knowledge of housing and housingrelated laws specific in
- Demonstrated knowledge of issues facing program participants (e.g. behavioral health, substance use, mental health, domestic abuse, child welfare, resources for undocumented persons).
- Knowledge of social service agencies and community
- Excellent written and verbal communication and interpersonal
- Ability to advocate on behalf of UBH
- Ability to work in a team and supervise staff training, coaching, disciplining, evaluating
- Good organizational skills, and ability to follow through from beginning to end on tasks and
- Knowledge of Microsoft Office Suite and homeless databases is
- Ability to maintain and execute confidential information according to HIPAA
- Ability to pass postoffer Tuberculosis (TB) clearances and COVID19
- Local travel is required and is a regular duty for this
- Use of a personal vehicle to travel between worksites and other locations is
- Must have and maintain a valid California Drivers License and insurance in good
- Successful completion of background screening.

Salary : $67,000 - $71,000
