Director of Education and Workforce Development
Department: Education and Workforce Development
Reports to: Associate Vice President of Programs
Classification: Exempt, Full-time
Salary: $98,000- $120,000 (annually, commensurate with education and experience)
COVID-19 Requirements: All employees must have completed a COVID-19 vaccine series that has been authorized by the Food and Drug Administration (FDA) or by the World Health Organization (WHO) before beginning work.
SCOPE: The Director of Education and Workforce Programs leads and oversees all programs and staff within the Education and Workforce Department. The Director of Education and Workforce Development has the responsibility to advance UL Portland?s mission, initiatives and agenda. Overarching duties include developing, promoting, and implementing training programs for adults, young adults, and youth that are Black Oregon and SW Washington community informed. The Director will participate in considerable fundraising, including identifying funding opportunities, curating and managing prospective and existing funding partners and assure service contract and regulatory compliance. Coordinate service delivery in close coordination with agency programs, funders, and community partners. The position requires strong management and supervision skills, interpersonal, organizational, and time-management skills, partnership development experience, and an interest in helping to empower Black communities.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Strategic Planning: Developing, planning, and implementing all facets of the Urban League's workforce development and education program under the direction of the Associate VP of Programs. In addition, support and promote the Urban League of Portland's Board and the Executive Management team of which they are a member.
Resource Development: Curate and manage a portfolio of at least $500,000, inclusive of donor and funder relations, development of aligned Key Performance Indicators, demonstrated ability to write grants, and conduct presentations.
Stakeholder Relationship Management: Curate and Manage r community relationships and partnerships as it relates to promoting workforce development (i.e. higher education, workforce boards, employers, justice systems, etc.). Attend community meetings, coordinated access leadership meetings, training workshops, furthering the Agency?s integrated services model through encouraging referrals and combined service-delivery strategies between agency programs and departments.
Portfolio Management: Monitor grant performance contracts, Conduct regular quality assurance reviews of client files, information and assistance records, and other social service program records for accuracy and consistency with program goals and outcomes. Manages and monitors program budgets and resources.
Program Management: Conduct regularly scheduled workforce and education team meetings. Maintain all related data tracking systems. Prepare related reports including outcomes, successes, and challenges, including generating community member data for monthly reports. Using HMIS and apricot case management software, maintain complete and accurate documentation of service objectives and outcomes as well as other services in accordance with federal, state, county, and Urban League policy & guidelines. Maintain complete client records, daily activity logs, mileage logs, and other reports as directed. Conduct 90-day and annual reviews.

Requirements
EDUCATION / EXPERIENCE/ LICENSURE
Bachelor?s degree (minimum) or master?s degree (preferred) in a related field, required.
A combination of 5 years of lived experience, work experience, education and/or training which substantially demonstrates the ability to carry out assigned duties, preferred.
At least 3 years fiscal oversight and responsibility to develop program budgets of at least $100K, required.
At least 2 (two) years? paid work experience as a supervisor to staff providing community services and support, required.
Experience developing and building community relationships and partnerships, required.
Experience monitoring grants and client files, required.
Must possess and maintain a valid driver's license and own mode of transportation at the time of hire and throughout the course of employment.
