The Office of Equity, Inclusion, and Community Engagement is seeking to fill our Equity Data Coordinator position. This position, which reports to the Equity Policy Manager, will oversee a complex project portfolio and take the lead on research, analysis, and interpretation of social factors and class disparities for applied decision-making across the County. This position will ask critical research questions, use multiple analytical methods and approaches, and create actionable answers that tell complete equity, diversity, and inclusion narratives for internal stakeholders and the community at-large. Additionally, this position will present data methods, trends, and applied meaning through presentations to leadership and cross-departmental data groups and learning and development engagements.

Essential duties of this position include, but are not limited to :

Leadership in research design

  • Identifies appropriate County equity data opportunities for study or investigation.
  • Manges collaborative research and evaluation projects in support of advancing equity, diversity, and inclusion at the County.
  • Consults with departmental staff regarding the adequacy of evaluation and research designs for departmental programs; collaborates with and provides leadership to departmental staff and / or community work groups to contribute to the overall development of the County's research / evaluation capacity.
  • Serves as technical expert and resource consultant for the County and its departments.
  • Maintains current key data sets describing conditions in Washington County; monitors social trends within the community.
  • Supports data analysis and reporting for key County initiatives and deliverables, including some Civil Rights compliance reporting.
  • Performs research and evaluation duties, including developing innovative data collection systems, formulating, and testing performance measures, and collaborating with colleagues to review and refine project findings.
  • Designs and drafts reports, memoranda, and correspondence relative to research and / or evaluation studies conducted; prepares appropriate supplementary materials; and presents oral and written reports to administration, management, and program participants.
  • Assists departmental staff with the formulation, systems update, and methods to measure level of service, success, progress, customer service, and quality improvement efforts in County programs.
  • Works with County stakeholders and partners to develop data standards and recommendations.
  • Applies knowledge of current national research findings to the development and delivery of public services. Evaluates existing research for its applicability to existing programs.
  • Develops, tests, and provides recommendations and implementation plans regarding the results of research and evaluation studies.
  • Assists departmental staff with research, evaluation, and project management functions, which facilitates the improvement of County policies, standards, service, contract compliance, and other objectives.
  • Facilitates and provides staffing to data committees, including the Washington County Equity Data Committee, which is comprised of representatives from across the County and advises on equity data collection, data systems, data accessibility and privacy, and data analysis and reporting standards.
  • Contributes to creating and maintaining a positive and collaborative work culture. Practices proactive communication and demonstrates adaptability. Supports organizational values of workplace equity, diversity, inclusion, and belonging.
  • A Master's Degree in business or public administration, criminal justice, health administration, economics, social work, psychology, social sciences, or an ethnic-studies applied research-related discipline; AND
  • Five (5) years of pertinent professional research experience which must include responsibility for the determination of research design and method for a complete research project.

MINIMUM QUALIFICATIONS

Education and Experience :

Preferred Experience : PhD in business or public administration, criminal justice, health administration, economics, social work, psychology, social sciences, or an ethnic-studies applied research-related discipline.
