Job Summary
Reporting to the Chief Executive Officer, the Director of Policy develops and implements Urban Pathways policy and advocacy initiatives. The Director of Policy will lead the organization’s local and state-level policy agenda, representing Urban Pathways in coalitions, city and state government relations, and advocacy campaigns. This position is responsible for advancing public policies and funding priorities that address homelessness, housing insecurity, and behavioral health. The Policy Director will work collaboratively with Sr. Leadership, program staff, impacted communities, and external stakeholders to align practice with policy and elevate the voices of those with lived experience. The Director of Policy will be an active listener and provide quality advocacy service and respond by exhibiting cross-cultural awareness with the ability to promote and contribute to an equitable and inclusive anti-racist organizational culture and environment.
Key Responsibilities & Essential Functions
Program/Facilities
- Analyzes policies, procedures, and legislation that impacts the non-profit procurement and contracting processes at the City and State levels.
- Gathers statistics that can be used to present Urban Pathways priorities and experiences working on behalf of homeless New Yorkers.
- Collects and analyzes data from external sources for use in advocacy initiatives.
- Holds special training for agency staff and consumers in the area of advocacy.
- Prepares and distributes training and educational materials to employees and consumers on various topics.
- Prepares letters to the editor, general correspondence and testimony to be used to advance Urban Pathways policy and advocacy goals.
- Convenes advocacy meetings to discuss concerns/issues with consumers regarding City and State policy that impact consumers.
- Create strategies to ensure the needs and concerns of Urban Pathways and our consumers are incorporated into government regulations.
- Monitors the rollout of new Federal,City and State policies and regulations related to affordable housing, mental illness and homelessness and evaluates their impact on Urban Pathways and consumers.
- Provides supervision to the Policy Analyst, Community Organizer and graduate intern.
Community Relations
- Develops and maintains ongoing relationships with community groups, funding agencies, and elected officials.
- Represents the organization at coalition meetings and public policy briefings Represents Prepares and presents testimony before City, State and Federal legislative committees.
- Organizes meetings with key elected and appointed officials.
- Establishes and maintains relationships with key government officials.
- Serves as a continuous resource to member agencies as the city implements procurement systems that impact the sector.
Communication
- Communicates verbally and in writing in a professional manner at all times.
- Facilitates/attends staff meetings, training, and supervisory sessions, as required.
- Responds to all communications including telephone, email and other oral and written inquiries in a timely manner.
Qualifications, Education And Experience
Performs all other duties as assigned and as required.
- Graduate or professional degree in public policy, public administration, politics, law, social work, or another related field required. LMSW preferred.
- Minimum of three years of experience in public policy, advocacy, organizing or social services.
- Experience in government/non-profit contracting, local government procurement, and/or non-profit law preferred.
- Knowledge of policy issues in New York City’s human services field, as well as a firm understanding of City State and Federal government and legislative processes preferred.
- Experience working with individuals who are unhoused and/or navigating mental health and substance use challenges, particularly within diverse urban communities, is preferred.

- Strong computer skills and experience with Microsoft Word and Excel. Experience with AWARDS preferred.
