Summary Of Responsibilities

Responsible for supervising Information Services personnel, oversight of the records management and document control programs, ensuring adherence to all applicable requirements for creation, receipt, storage, retrieval and disposition of documents and records. Responsible for training Information Services personnel and other users on records management and document control requirements. Interfaces across multiple organizations to ensure quality and business records are processed and maintained in accordance with business requirements and government regulations.

Education And Experience

Minimum Qualifications:

Education

  • Associate s degree or equivalent or 4 years of related work experience can be supplemented for an Associate s degree.


Experience

  • 5 years of nuclear related work experience.
  • Minimum of 3 years experience implementing an NQA-1 records management and/or document control program.


Preferred Qualifications

  • Bachelor s degree or equivalent or higher.
  • 7 9 years of direct work-related experience.
  • Certified Records Manager (CRM) or Certified Records Analyst (CRA).
  • Certificate of Essentials of Records and Information Management (RIM) or Essentials of Generally Accepted Recordkeeping Principles issued by ARMA.
  • Demonstrated organization of projects.


Essential Skills

  • Demonstrated leadership aptitudes and abilities and management abilities.
  • Advanced knowledge of relational databases, preferably EDMS (D2, Documentum, ADTS), eRoom, Microsoft office products and Adobe or similar program.
  • Knowledge of NQA-1, Licensing Basis Documents, and site processes and procedures; be able to integrate processes to optimize for the site.
  • Ability to communicate requirements of the EDMS with IT programmers.
  • Strong time management, organizational, and customer service skills.
  • Strong demonstrable interpersonal, written, and verbal communication skills.


Job Details

  • Work Location: Eunice, NM
  • Work Schedule: Professional work schedule with minimal night/weekend support. Some nights and weekend work may be required. Employees are also subject to call-outs as needed.
  • Travel Required: 10% of the time or less as required.
  • Security Clearance Requirement: CAA Access and an L or Q level security clearance.
  • Emergency Response Requirements: Emergency Response Organization (ERO) duty could be required; including being on-call (24/7) during your designated team duty week.
  • Work Environment: Radiological exposure expectations of < 100 mrem/yr. General Office, Plant Production Areas. This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, etc.

    Primary Functions

    • Responsible for the management of the ASME NQA-1 and Business Document Control and Records processes for the site, including physical and electronic storage and disposition of site records.
    • Position has decision making authority for programmatic implementation and modification.
    • Lead, develop and test improvements/changes to the EDMS; management of the EDMS including implementation of documentation software and IT support; understand other sites EDMS.
    • Maintain and verify/validate the timely and accurate processing of UUSA documentation (controlled and uncontrolled), which includes processing documents along with records through the EDMS or manual system, along with the distribution, designation, and retention of documents.
    • Provides team leadership, training, coaching and mentoring.
    • Ownership of IS policies, procedures and desktops.
    • Knowledge of and able to interpret and make decisions based on industry standards including NQA-1 and ISO-9001; ensure compliance with applicable requirements and standards; in-depth knowledge of applicable Licensing Basis Documents.
    • Manage and interface with departments across the site with records retention.
    • Support all NRC inspections, NQA-1 audits, and ISO audits; site representative for NRC Records Management inspections.
    • Develop training materials for IS and the site; provide training to outside departments on IS processes and/or procedures.
    • Supervision of administrative recordkeeping activities including the development and maintenance of tracking logs, trending, monitoring and reporting of training and budget variances and departmental expenses; prepare departmental statistics for key performance indicators; maintain records, logs, files, indices, forms, and other IS documents.
    • Implement efficiency improvements to IS processes and for processes outside IS; understand site processes to provide integration between IS and other site processes.
    • Collaborate with customers for improvements; support customer improvements.
    • Establish requirements for the maintenance and control of export controlled, security sensitive, classified and commercial in confidence documents.
    • Establish requirements for controlled drawing, procedure and licensing basis and assess proper implementation through assessments.

    Compensation starting at: $98761 - $117573 / year and up dependent on candidate.
