The primary purpose of this position is to serve as a lead Human Resource Specialist, Force Structure assignments and assignments policy. Responsible for evolving administration of Air Education and Training Command enlisted Force Structure personnel programs, enlisted assignment issues, manning analysis, & military personnel request for data. Responsibilities Plans for, manages, executes and evaluates the Air Education& Training Command, Director of Manpower, Personnel and Services' Forces Structure program. Plans, organizes, and performs work involving the download and management of personnel database information surrounding the activities of the Force Structure / Assignments, ensuring all actions pertaining to systems, procedures, and data complies with legal and regulatory requirements and meets customer needs. Leads in planning and directing command-wide enlisted personnel distribution. Is the command Al lead in all dealings on assignment matters and represents the directorate in numerous assignment forums. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Human Resources Management, Series 0201. SPECIALIZED EXPERIENCE : Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge and thorough understanding of enlisted assignment laws, regulations, policies and processes. Ability to interpret those requirements and translate that knowledge into command operational requirements applied to HQ and wing level personnel and operations. Ability to develop and implement AETC approved instructions for efficient management of various aspects of assignments. Knowledge of MilPDS, MPES, UMD, CMS AIRS, Excel, RAW & Access data management tools and a variety of computer system tools, including the ability to perform complicated personnel data retrievals and manipulation. Knowledge and ability to use office automation software, hardware, and peripherals. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS : Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs) : Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and / or competencies in the following areas : Knowledge of Air Force force structure, missions, functions, goals and objectives to effectively project and develop farreaching AETC personnel staffing plans and strategies. Knowledge of MilPDS, MPES, UMD, CMS, AIRS, Excel, RAW &Access data management tools and a variety of computer system tools, including the ability to perform complicated personnel data retrievals and manipulation. Knowledge and ability to use office automation software, hardware and peripherals. Skill in applying a wide range of military human resource management (HRM) and manpower and organization concepts, laws, policies, practices, analytical and diagnostic methods and techniques sufficient to solve a wide range of interrelated HRM issues and to provide advisory services to senior leadership. Knowledge and skill in applying, policies, practices and procedures involved in reviewing, analyzing, evaluating, and synthesizing enlisted authorizations and assignments sufficient to make recommendations based on personnel records, authorizations, manning percentages, Air Force mission priorities and other requirements. Highly developed and advanced written and oral communication skills in order to develop and deliver effective briefings, project papers, status reports and daily correspondence in resolving complicated personnel issues. Knowledge of analytical and diagnostic techniques and qualitative techniques to identify, evaluate and recommend a series of feasible solutions to resolve complex, unconventional, and controversial personnel assignment issues. PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE : Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
