The primary purpose of this position is to direct the 688th Cyberspace Wing (688 CW) strategic planning functions to improve direction and focus on strategic planning tools and techniques, and integrating organizational planning, and programming activities to ensure program development meets 688 CW, 24th Air Force (24 AF), Air Force Space Command (AFSPC), and United States Air Force (USAF) requirements. Responsibilities Duty 1 - Plans, organizes, and directs the Readiness and Plans activities of the 688 CW, ensuring that XPX complies with legal and regulatory requirements and meets customer needs. Duty 2 - Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Duty 3 - Represents the 688 CW with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with AFSPC / CV, 24 AF / CC, 24 AF / CV, Air Forces Cyber (AFCYBER) Forward, 24 AF / A3 / 4 / 5 / 7, 688 CW / CC / CV, 67 CW / XP and 688 CW subordinate units. Duty 4 - Wing Readiness Management : Researches, interprets, analyzes and applies the appropriate policies and regulations. Works with adaptive planning, support agreements, base support, deployment management processes, and other duties as required. Requirements Conditions of Employment Qualifications This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the Supervision / Management work category are at the Full Performance work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS / GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED : Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include : Knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures. Note : Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs) : Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and / or competencies in the following areas : 1. Knowledge of Joint and Air Force Information Operations (IO), Influence Operations (IFO), and Cyber Warfare Operations (CyWO) at the tactical and operational levels of war required to meet AFSPC taskings. 2. Knowledge of intelligence support of Cyber operations to facilitate deployment operations, strategic planning, budgeting, manning and implementation of the Wing's operational mission. 3. Knowledge of federal organizations, agencies, and Department of Defense (DoD), involved with and responsible for Cyber policy formulation and implementation as it applies to USAF Cyber missions. 4. Skill, judgement, resourcefulness, originality, and ability to foresee the impact of changing technology and in applying analytical and evaluative techniques to identify, investigate and resolve complex issues or problems. 5. Knowledge and ability to provide oversight for security practices (physical, industrial, and information assurance) to safeguard classified information and special security programs. 6. Ability to effectively organize and analyze information; produce reports, positions papers, and briefings that are responsive to the specific needs of Commanders and senior management officials; present clear and concise findings; resolve conflicts based on mature judgment, operational experience, and recognized professional standing; and effectively advocates for a position. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. Conditions of Employment Continued : 1. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Position may require temporary duty travel (TDY) utilizing military and / or commercial transportation and may be required to work other than normal duty hours, which may include evenings, weekends, and / or holidays.
