What are the responsibilities and job description for the Evaluation Team Lead (CYS), NF-05 position at US Army Installation Management Command?
Duties
Serves as Installation Management Command, Child and Youth Services, Army Higher Headquarters Inspection (AHHI) Team Lead for the CYS inspections Program.
Coordinates with HQ Department of the Army and Assistant Chief of Staff for Installation Management to identify team composition, duties, documentation, logistics, and schedule for each inspection.
Utilizes child and youth development subject-matter expertise in conducting observations and evaluation of CYS program delivery. Places inspection emphasis on Office of the Secretary of Defense and HQDA designated annual "areas for special focus," such as Child and Youth Personnel Pay Program implementation and compliance with metrics and benchmarks.
Uses Army standardized inspection materials and written protocols. Acts as liaison among team members, installation CYS staff, and installation chain of command. Resolves on-site inspection issues, consolidates inspection findings, and mediates program conflicts with individual compliance areas.
Acts as final authority for out-briefed findings to commanders and/or designees on AHHI inspection results. Compiles inspection reports and monitors all corrective actions. Provides on-site compliance clarification and verbal and written communication follow-up to ensure compliance.
Provides written reports and recommends certification to HQDA and DoD as prescribed.
Monitors changing CYS missions, program needs, and research findings. Identifies and extracts results of studies, reports, research projects, and financial data related to program and policy issues to support management decisions and recommend program changes. Develops databases and reference materials on pertinent data needed to manage IMCOM CYS inspection program.
Analyzes and evaluates overall services and policies to determine resources, operational effectiveness, and systemic issues related to installation
CYS programs. Manages CYS reporting requirements, pilot site data, and financial and budget documents.
Briefs leadership on findings, trends, common problems, and recommended solutions based on trend analysis, research findings, and assessed program and staff needs. Informs supervisor of installations with major deficiencies requiring intervention.
Performs general staff and administrative duties in response to field and Army leadership. Provides technical assistance, policy interpretation and consultation through guidance materials, training workshops, on-site visits, and written/verbal communication to the installation, IMCOM Directorates, and higher Army DoD echelons. Serves as technical expert for designated CYS program operational initiatives.

Qualifications
Education must have been directly related to the position to be filled (general psychology/sociology courses are not qualifying). Basic Education Requirement:
1. A bachelor's degree or higher that included or was supplemented by at least 24 semester hours in special education, early childhood education, child/adolescent development, elementary or secondary education, youth development, or other closely related field such as psychology/sociology or social work (must include 24 semester hours in child/adolescent psychology, sociology of the family, developmental psychology, social work with child/family emphasis); OR
2. Completion of 24 semester hours in coursework as indicated above, plus additional related coursework or experience that provided knowledge comparable to that normally acquired through the successful completion of a 4-year course of study.
In addition to meeting one of the education requirements above, all candidates must possess progressive experience working in group child/youth programs which included at least one year experience performing duties equivalent in scope and complexity to the next lower grade level as follows:
1. Comprehensive program administration experience which included the delivery of multiple CYS programming areas (i.e., child development, school age, youth services, community outreach, special needs, etc.).
2. Demonstrated knowledge APF and NAF funding and oversight relationship to CYS programs.
3. Experience working with regulatory, personnel, funding, and budgeting proponents.
4. Knowledge of management analysis, personnel development, and financial programs.
5. Comprehensive verbal communication and analytical writing skills obtained through the development and delivery of formal presentations, briefings, info papers, etc.
6. Demonstrated ability in standard office software such as word processing, graphics presentations, and spreadsheets.
