Duties
- Serves as a senior program analyst for Business Programs at the Region level providing subject matter expertise and recommendations to the command and Region.
- Evaluates overall MWR NAF revenue-producing operations to identify problems and recommend effective and economical ways to solve problems, meet needs, and produce efficiencies. Recommends and develops future MWR programs and activities.
- Analyzes policy issues and develops programs, policies, procedures and practices that promote economy, efficiency and effectiveness in MWR operations.
- Reviews, develops proposed changes in directive, including identification, analysis, presentation of alternative, implementation decisions, prepares material for use by higher authority and subordinate commands, monitors, analyzes follow-up actions.
- Acts as a technical expert in a professional field; uses in-depth specialized knowledge and experience to develop new approaches to issues previously unresponsive to accepted methods.

Qualifications
1. Managerial or supervisory work experience of the caliber described above that demonstrates comprehensive analytical skills and acquired formal training in financial analysis and financial management systems.
2. The work experience must be equivalent in difficulty and complexity to the next lower grade level.
3. Must possess good oral communication and writing skills.
4. Strong organizational skills are required.
5. Must be able to manage multiple concurrent projects effectively and present ideas and proposals to a variety of audiences.
6. Knowledge of standard office software such as word processing, graphics presentation, spreadsheet and email.

HIGHLY QUALIFICATION CRITERIA:
1. Must possess four (4) years' experience in Department of Defense (DOD) Morale, Welfare and Recreation (MWR) operations, financial management, MWR financial management, business and recreation programs thatprovided a general knowledge of overall MWR operations and operational experience in hospitality operations, financial analysis, and budget operations.
2. Graduate degree in finance, accounting, or business is also preferred; adequate training and experience can be an acceptable substitute.
3. Demonstrated ability to manage and integrate multiple programs, operating across various organizational and institutional levels and systems.
4. Demonstrated capability to effectively translate and communicate requirements, needs and issues horizontally and vertically within all levels of the organization.
5. Experience at problem solving to leverage improvement efforts.

Pay-Band (NF or CY) Allowances and Differentials
- This is a pay-banded position.
- Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday).
