Duties

As a TRAFFIC MANAGEMENT SPECIALIST GS-2130-09, you will:

  • Support the DMC with the planning and execution of unit movements, and management of military convoys for all services moving within or passing through the state.
  • Provide technical assistance to the DMC with coordination of peacetime and mobilization movements of units using military transportation assets.
  • Assist in reviewing and validating Unit Movement Plans (UMP) and Unit Movement Data (UMD) prior to submission to Forces Command (FORSCOM).
  • Make recommendations for correction of noted deficiencies to the DMC and recommends changes.
  • Collect, evaluate, and monitor information necessary to modify the Strategic and State Highway Network Database to meet DOD movement requirements.
  • Advise the DMC on operational employment of transportation assets during emergencies, alerts, and mobilization.
  • Review records on the location and type of military, state, and federal transportation assets within the state.
  • Recommend changes in distribution of equipment to support contingency operations.
  • Performs other duties as assigned.

Conditions of Employment

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently members of the National Guard must be eligible for immediate membership. Qualifications

General Experience:

Experience, education, or training which has provided the applicant with a knowledge of and understanding of administrative, professional, analytical, or other work relating to traffic or transportation programs or operations. Must be skilled in dealing with others in person-to-person work relationships. Experience using computer and automation systems.

Specialized Experience:

Must have at least 24 months experience, education, or training interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement.
