Duties

  • Work with a variety of financial and accounting systems, analytical tools; coordinate and interact with systems analysts and programmers implementing systemic changes.
  • Serve as the single point of contact on these systems between the Defense Finance and Accounting Service (DFAS) and the installation.
  • Provide technical advice to program directors and financial managers on all aspects of Standard Army Management Information Systems (STAMIS) systems and resolve problems associated with development, implementation, interfaces and routine processing.
  • Identify and resolve complex and sometimes controversial problems related to accounting procedural changes and systems integration changes.
  • Develop and implement innovative unique systems applications to support the dynamic requirements of fund managers and to improve financial management performance.
  • Participate in STAMIS System Acceptance Tests (SAT), coordinates procedural system changes with fund managers and recommend STAMIS system improvements or alternative processing methods.
  • Implement and monitor the command's Financial Management Plan. Conduct special accounting and reporting analyses to evaluate trends and measure performance. Perform joint reviews to ensure procedural compliance and corrective actions are implemented.
  • Review unliquidated obligations, negative unliquidated obligations, unmatched disbursements and reimbursable orders for propriety and cause. Implements required corrective actions. Monitor and control expired year funds.
  • Conduct briefings or equivalent meetings to provide accounting advice and assistance. Interpret financial management policy and provide guidance to fund managers. Publish command financial management policies, processes, and procedures.

  • This is Financial Management Level 2 certified position; must be able to obtain this certification within two (2) years of hire date.
  • Two year trial/probationary period may be required.

In order to qualify, you must meet the education and experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Basic education requirement: A Degree: Successful completion of requirements for a Bachelor's or Graduate degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

Combination of education and experience: at least 4 years of professional experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Experience Requirement: To qualify, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that demonstrates a practical knowledge of professional accounting work as demonstrated by performing a combination of all of the following: (1) Applying professional accounting theories, practices, methods, and techniques and functions sufficient to maintain, use and train in a variety of financial management automated systems; (2) providing recommendations for financial management systems improvements using current system(s) of record such as but not limited to GFEBS, STANFINS and Defense Travel System (DTS); and, (3) researching questions and providing unique data queries from financial systems to support financial reporting needs and resolve data discrepancies and other issues. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-11).
