Duties

As a Supervisory Facility Management Specialist GS-1640-13, your typical work assignments may include the following:

  • Plans and manages the operation and maintenance of buildings, grounds, and other facilities at a postsecondary educational institute while minimizing disruption of college operations.
  • Position reports to Vice President of University Operations and provides first-line supervision to six personnel. Exercises second-level supervisory personnel management responsibilities over 30-40 employees.
  • Provides administrative assistance through analyzing and evaluating the operations of the programs under the Vice President in the following departments supporting the university mission: Haskell Cultural Center, Little Nations Day Care, Curtis Dining Facility, Facilities Management, Maintenance, and Custodial Services.
  • Planning, implementing, supervising, and coordinating the execution of integrated sound, effective, and efficient facilities management programs encompassing operation, maintenance, repairs, improvements, quality control, and safety, including health and environmental safety, custodial services for various types of facilities, including classroom buildings, academic science laboratories, residence halls, administration or office buildings, and pumping stations.
  • Ongoing monitoring of both Computerized Maintenance Management System (CMMS) and Budget and Project Execution, Ranking, and Management (BPERM) systems to ensure accurate project tracking.

Qualifications

Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below.

EDUCATION: There is no substitution of education for specialized experience at the GS-13 Grade level.

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

GS-13: 1 year of specialized experience that equipped me with the particular knowledge, skills and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-12 grade level in the Federal service. Examples include: 1 year of specialized experience that equipped me with the particular knowledge, skills and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-12 grade level in the Federal service. Examples include: Providing administrative leadership in the planning, implementing, and completing of all capital and renovation projects. Planning and implementing a continuing long-range preventative maintenance, repair, and replacement program for all structures, systems, and equipment. Providing expert technical assistance to facilities management staff in preparing plans and specifications for facility management projects. Providing expert technical assistance to staff in coordinating facilities management programs with university administrators, faculty, and other staff as required to provide effective programs and assist in implementing long-range plans and programs for facilities services. Processing maintenance work orders through the Budget and Project Execution, Ranking, and Management system to ensure effective prioritization for Minor Improvement and Repair (MI&R), Facility Improvement and Repair (FI&R) projects. Developing goals and objectives that integrate facility management with the institution's overall goals and objectives. Maintaining the Computerized Maintenance Management System (CMMS) to ensure that all work order requests are correctly received, assigned, tracked, and completed promptly to support the efficient operation of the institution.

Preferred Qualifications: 2 years of contracting experience of moderate to high complexity with threshold values ranging from $250,000 to $25,000,000 (total contract value), contracting certification or able to obtain contracting certification upon hire.
