Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02 or equivalent to the next lower grade GS-11 in the Federal Service. Specialized experiences include developing and implementing security plans and procedures (such as Standard Operating Procedures, System Security, Program Test, Treaty preparation, deployment and OPSEC plans) for personnel and facilities that support advanced or special programs and SCI material. Oversees the maintenance of Top-Secret Control Accounts and strict accountability of all accountable material, ensures and/or provides training to personnel appointed as Top-Secret Control Officers. Lead or perform security investigations for incidents involving the actual or possible loss, compromise or inadvertent disclosure of highly classified information.
KNOWLEDGE SKILLS AND ABILITIES:
- Knowledge of information, industrial, physical and personnel security concepts, principles, and practices to plan and implement security programs in these areas.
- Knowledge of Special Access Program (SAP) and Sensitive Compartmented Information (SCI) security procedures.
- Skill in developing, analyzing and evaluating SAP security programs to meet mission requirements and improve the security program for the organization.
- Ability to establish effective professional working relationships with co-workers and customer, contributing to a cooperative working environment and successful accomplishment of the mission.
- Ability to plan, organize work, and meet deadlines.
- Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include: applied working knowledge of a broad range of security disciplines, concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, technique equipment, and methods to a variety of work situations and various levels or degrees of security controls.
- Knowledge of a broad range of security program relationships, and proficiency in information, personnel, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs.
- Knowledge of required security training concepts, programs, and procedures to develop security education programs, provide training, and assist in operating security to include knowledge of required Special Access program (SAP) and sensitive compartmented information (SCI) security procedures.
