Job Summary
The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, childcare, food and vending, procurement, logistics and administrative counsel.
Incumbent assists with the network operational support to include problem management and first level diagnostics and/or onsite installation and repair of House of Representatives telecommunications network infrastructure components. Utilizes software and hardware tools, identifies and diagnoses general problems and factors affecting network performance. At the HS-7 level, the incumbent is subject to a greater degree of supervision and generally has a narrower scope of responsibility than at the HS-8 level. At the HS-8 level, the incumbent has a wider scope of responsibility than at the HS-7 level. At the HS-9 level, the incumbent has a wider scope of responsibility than at the HS-8 level.
Incumbent will also serve as Emergency Communications Center (ECC) designee following detailed policies and procedures set forth by the Chief Administrative Officer (CAO) in the event of a major catastrophe once informed directly by the United States Capitol Police (USCP). Incumbent will be proficient and responsible for the immediate notification of all designated House emergency staff via the House Remote Access to Member Paging System, setting up announcements via the Emergency Announcement Recordings Republican and Democratic Cloakrooms, Sergeant-at-Arms Emergency Announcement Recordings, audix broadcast messaging system, setting up of Web posting, sending e-mails to Member designated Blackberry’s, setting up conference calls via instant meeting capabilities for Members, Leadership, and other House staff, upon request.
Position does not have managerial responsibilities.
This position may require the ability to work shifts hours to provide 24 hours a day, 7 days a week technical support for the House's information technology infrastructure.
Primary Duties/Responsibilities
- Assist with monitoring the network operational support of the House network infrastructure.
- Provide network problem management and coordination as “problem coordinator” which includes logging/tracking problems, first-level diagnostics, on-site support, problem escalation, and problem closure.
- Provide on-site diagnostic support for all House networks. Utilizes software and hardware tools, identifies and diagnoses complex problems and factors affecting network performance.
- Install House network connectivity for Members, Committee, and House support offices.
- Maintain current diagrams of network components and fiber optic cabling in assigned areas.
- Maintain and adhere to operational procedures and practices.
- Provide management status reports as required. Monitor and advise management of environmental and housekeeping aspects of House wire closets and switch rooms.
- Assist with Member office moves during every new Congress.
- Provide 24x7, 7-day week on-site support in response to trouble calls and ECC duties.
- Perform other official duties as assigned.

Qualifications
Qualifications
- High school diploma or equivalent.
- Hands-on experience with standard communication and networking hardware and software, preferably those used within the House.
- Experience with network monitoring, network problem determination, and customer service.
- Hands-on experience working with standard wiring schemes, network protocols, and networking components.
- Experience with Local Area Network (LAN) and Wide area networking components such as routers, switches, hubs, servers, and UPS’s.
- Flexibility to work the following shifts
- 6:00 am – 2:30 pm
- 2:00 pm to 10:30 pm
- 10:00 pm to 6:30 am
- Continued employment is contingent upon satisfactorily completing a criminal history records check (or other applicable security clearance) and a pre-employment drug-test (pre-identified position only).
