Duties

The IT Specialist (APPSW) is responsible for the 3D digitization of the Smithsonian's Collections and focuses on executing 3D digitization projects which produce and publish 3D models of Smithsonian collection objects through collaborative projects with Smithsonian Museums, cultural centers, and research centers.

In this position for the GS-09, you will:

  • Create work products of routine and reoccurring types from 3D scan data, photogrammetry image sets, and other reference material using application software.
  • Apply the tools, principles, and techniques of creating and post-processing 3D models.
  • Perform routine and recurring 3D captures of people, plants, animals, objects, and environments using a variety of 3D digitization equipment and accessories. As part of this work applies the procedures, principles, and techniques of 3D capture to create high quality 3D capture data.
  • Organize and manage assets created during digitization projects, documents the process used to create 3D assets. Creates and manages content derived from the high-quality 3D models. Works with curators and other experts to create educational content and experiences and publishes content to Smithsonian and third-party platforms.

In this position for the GS-11, you will:

  • Serve as a project manager; develop 3D digitization workflows and project plans; define and clarify project requirements; determine project scope, methods, resource requirements and schedules, analyze existing processes and develop documents process improvements.
  • Create work products using complex and unique methods from 3D scan data, photogrammetry image sets, and other reference material using application software.
  • Apply the tools, principles, procedures, and techniques of creating and post-processing 3D models.
  • Perform complex and unique 3D captures of people, plants, animals, objects, and environments using a variety of 3D digitization equipment and accessories, as part of this work applies the procedures, principles, and techniques of 3D capture to create high quality 3D capture data.

Qualifications

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to the basic qualification requirement above:

Experience GS-09: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-07 level in the Federal Service or comparable pay band system related to the work of this position. For this position, specialized experience is defined as experience using application software, such as 3D modeling and texturing software to create 3D models.

Experience GS-11: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-09 level in the Federal Service or comparable pay band system related to the work of this position. For this position, specialized experience is defined as experience using advanced methods to create 3D models from 3D
scan data, photogrammetry image sets and other reference material using application software such as scan-to-mesh software, photogrammetry software, 3D modeling and texturing software.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.

Or Education

All academic degrees and coursework must be from accredited or pre-accredited institutions. Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Grade 09: master's degree or equivalent graduate degree

or 2 full years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree.

Grade 11: Ph.D. or equivalent doctoral degree or

3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree.

All applicants who meet or exceed minimum qualifications will receive a final rating within one of three category groups based on one or more stages of evaluation which measure job-related criteria:

Best Category - Meets the minimum qualification requirements and excels in most of the job-related competencies above.

Better Category - Meets the minimum qualification requirements and satisfies most of the job-related competencies above.

Good Category - Meets the minimum qualification requirements but does not satisfy most of the job-related competencies above to a substantive degree.

This category rating process does not add veterans' preference points but protects the rights of veterans by placing them ahead of non-veterans within each quality category. The Hiring Manager may make selections from the highest quality category (Best Category) provided no veteran in that category is passed over to select a non-veteran in that category unless the requirements of 5 U.S.C. 3317(b) or 3318(b) are satisfied. Veterans who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.   • Knowledge of the procedures, principles, and techniques of 3D capture and 3D digitization equipment.
