Duties

Duties include, but may not be limited to the following:

  • The Health System Specialist (HSS) provides staff assistance in any area under the direction of the Associate Director for Operations.
  • Provides support to specific medical center programs as well as planning, projects and overall management.
  • Facilitate the development of the Iowa City VAHCS Strategic Plan
  • Participates in the development and implementation of both short and long term plan and policies for the medical center.
  • Ensures formation of comprehensive construction proposals
  • Serves as staff support to the executive team members on a wide variety of projects.
  • Independently initiates and coordinates special projects and reviews that provide valuable insight into work operations.
  • Formulates and implements Iowa City VAHCS policies and procedures based on completed staff studies, specific recommendation and coordination of collected opinions and reports.
  • Serves on major management committees and special task forces as assigned, addressing issues on resource utilization, internal controls, and other operational areas.

Work Schedule: Monday-Friday 8:00am-4:30pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement; experience in short and long term planning, and project management OR,
  • Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. (Documentation supporting training must be provided)

Physical Requirements: You will be asked to participate in a pre-employment examination or evaluation as part of the pre-employment process for this position. Questions about physical demands or environmental factors may be addressed at the time of evaluation or examination.

Work Environment: Work is conducted in a normal office environment. Work is primarily performed in an adequately lighted and climate controlled office and conference room environment involving the everyday risks or discomforts. Safety precautions of a typical office setting are followed. Travel will be required.

Physical Demands: Work is primarily sedentary. No special physical qualifications are required to perform the work. The work requires the ability to move about the office and the medical center and carry light objects. Work requires daily use of personal computer. Rigid demands may at times become stressful.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
