Duties:
- The incumbent is a Supervisory Social Worker in Social Work Services under Behavioral Health. They are assigned as the Program Coordinator of the Transformation and Recovery Center (TRC), providing oversight to the program and supervision of employees. The TRC is an 18 bed MHRRTP program with two different treatment tracks: PTSD and Addictions. This position oversees all staffing, clinical, and administrative responsibilities for the residential programming.
- The incumbent directly supervises staff. They administratively oversee more than 30 employees working in the TRC from nursing, psychology, psychiatry, social work, and the peer specialist programs. Incumbent must adhere to the facilities rules, policies, and procedures. They will assure all Social Workers whom they supervise are aware and adhere to all current directives of VHA, State licensure standards and VA-OIG expectations. The incumbent will conduct ongoing intensive reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by governing bodies.
- As the Program Coordinator, the incumbent is responsible for planning, writing, establishing, and implementing policies and procedures for residential programming. The incumbent also provides direct services to patients and family members for substance abuse and mental health issues for patients in the residential program. Services may include treatment in both individual and group settings. The incumbent will also provide psychosocial and diagnostic assessments and crisis intervention. The incumbent also oversees the admissions coordinator for the Transformation and Recovery Center.
- The incumbent serves a critical role to ensure the program meets the standards of both the Commission on the Accreditation of Rehabilitation Facilities (CARF) and the Joint Commission. The Incumbent is an active member of the CARF committee. The incumbent is well versed in both Behavioral health and Hospital standards of the CARF Manual. The incumbent participates in both VISN 20 and National VA calls and committees as assigned. The incumbent may help other MHRRTP programs discuss/problem solve areas of improvement as directed by Central Office or by the VISN 20 Leadership group.
- The incumbent is responsible for monitoring the efficiency, effectiveness, timeliness, and quality of the TRC. This includes development and monitoring of quality indicators; supervisory review mechanisms; review of workload data from Vista and DSS, the SAIL report, budget, and position management. They review staffing patterns and work assignments within assigned area to ensure that staffing levels are appropriate to meet workload demands. The incumbent is responsible for continuously improving the efficiency, effectiveness (in terms of cost) and outcome of interventions, and quality of services provided by staff assigned to their programs. As part of a team effort, they will identify areas for improvement, gather relevant data, assess the data, develop, and implement ideas for improvement, and evaluate efficacy of improvements. Incumbent also serves on BH, Medical Center, and VISN VA committees and task forces that support MH program services and monitors efficiency, effectiveness, and data. They are responsible for timely completion of all program evaluations and documents required by the Medical Center, VISN and VACO.
- They will have administrative oversight of the hiring, scheduling, and staffing issues for all disciplines working in the TRC. The incumbent provides programming oversight for over 30 professional staff and trainees that spend all or some of their time working in the Transformation and Recovery Center which include: Nurses Practitioners , Psychiatrists, Psychologists, RNs, LPN's, Res Techs, Chaplin, Recreation Therapist, and administrative support staff. As the Program Coordinator of the TRC, incumbent will ensure PTSD and substance abuse programming schedules are coordinated efficiently and effectively for patients.

Qualifications
Basic Requirements:
- Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part).
- Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
- Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
- English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
Supervisory Social Worker, GS-13
Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
(a) Ability to independently organize work, set priorities, and meet multiple deadlines.
(b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services by supervised social workers.
(d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.
(e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
(f) Ability to provide staff training and development.
Preferred Experience: Demonstrated experience in the outpatient, resident, and/or inpatient treatment of PTSD and/or substance use disorders.
