Job Description:
USA Debusk East Regional HSE Manager is responsible for the HSE oversight and support of the East Region. The preferred location is the Atlanta, GA Metro area. Considerations for Greenville, SC and Baton Rouge, LA Metro will also be reviewed.
The East Coast Region is defined as:

- Augusta, GA
- Greenville, SC
- Pascagoula, MS
- Magnolia, AR
Responsibilities:
- Large-scale HSE projects design & execution, Client satisfaction, Turn-Around Project planning support, TAR support (above manpower for TAR support), Leading incident reviews, EHS upkeep for the region, Metric performance for the region, managing injuries, Staff support, and training.
- This position requires an individual that is passionate about employee safety and operational excellence and has a proven track record of working within an industrial operations organization to set clear goals, achieve alignment, close gaps in performance and deliver results. This position is responsible for driving beyond-compliance HSE initiatives and ensuring policies and programs are effectively deployed to deliver top quartile performance compared to industry standards, as well as fostering an interdependent culture of safety with an individual sense of responsibility from all employees and a proactive approach to HSE.
Reporting Lines:
This position will report directly to the VP of HSE but will have close relationships to the Senior VP of HSE and all applicable East Region Branch Managers and Regional Operations Vice Presidents.
Further, this position will advise operations managers on matters related to the overall Safety culture within their respective branches and client business areas. To assist in the education of all employees regarding Health, Safety and Environmental good work practices. Provide branch HSE personnel with oversight towards exemplary company HSE practices, procedures, and technical tools, as well as practical application through on the job training.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Includes the following. Other duties may be assigned:

Guide and direct the East Regional HSE staff
- Ensuring superior HSE performance.
- Annual performance metric development & management.
- Attendance, assignments, day-to-day duties.

Assist with the HSE/Operations work planning structure.
- Lead HSE/Ops turn-around planning team for the Region.
- Design/execute performance metrics for turnarounds
- Design/execute lessons-learned processes for the Regions & their turnarounds
- Lead Site Safety & Health Plan creation & execution for the work activities of the region
- Create procedures related to HSE (applicable CBT’s, SOP’s, etc.)
- Perform HSE Audits for the region.
- Participate in development and lead in deployment of Corporate HSE initiatives.
- Positively impact the reduction of incidents in the region beyond just the typical TRIR, LTIR, First Aid Rates etc. This includes PSIF identification and reduction techniques.
- Create/Lead/Execute regional HSE training events
- Create/Lead/Execute HSE program rollouts, initiatives, and seasonal events etc.
- Lead the Region’s critical HSE work demands; job scope expansion, new work, managing vacancies, and loss of regularly scheduled/planned HSE support personnel etc.
- Recruit & hire as appropriate to grow the East Coast Region.
- Expand the footprint of USAD related to new work & opportunities.
- Support as needed to attain the goals of the USAD HSE group.
- Other key initiatives as directed by supervision.
- Travel expectations are approximately 35-50% (Regionally).
Qualifications:
- B.S. degree in EHS, Engineering or Science or related field.
- Minimum of 10 years of EHS managerial experience, including 8 years of broad related experience in global environmental, health and safety management. Operations management experience is also considered a plus.
- Strong organizational, communications and interpersonal skills are essential.
- Experience in related construction, industrial, petrochemical, and manufacturing industries is highly preferred.
- Current holder of a CSP or qualified to obtain a CSP from the Board of Certified Safety Professionals.
