USA Environmental, Inc. (USAE) is seeking a Director of Operations for its Oldsmar, FL corporate office who will be responsible for providing overall leadership and direction to the Operations, Safety & Quality, and Operations Support Departments to fulfill corporate objectives, maintain high levels of performance, safety, and quality, and to achieve profitability of programs and projects. Programs will primarily be Military Munitions Response (MMR) and Aqueous Film Forming Foam (AFFF) related, though they can also incorporate other environmental elements as well. The position will require the capability of leading a dynamic staff that is engaged with multiple, concurrent project and proposal activities that will be at various stages, including planning, design, execution, and close out.
The position requires a solid understanding of doing business with government agencies and their procurement process. This individual will be charged with development and implementation of policies and procedures to achieve high standards of performance, clearly define responsibilities, optimize workflow, and enhance profitability. The Director of Operations will also lead multi-disciplined teams during technical and cost reviews for all task order bids/proposals being submitted to ensure compliance with solicitation requirements and to assess the financial/operational risk and means for mitigation.
The Director of Operations will work with the executive management team on strategic planning, customer engagement, opportunity selection, and key personnel assignments, and will also need to effectively coordinate with senior managers in other internal departments to enact the objectives of the company, improve Operations Department interoperability, ensure customer satisfaction, and support broader teamed proposal efforts associated with large DoD contracts/programs.
Skill Requirements:
- Candidates must have a clear understanding of environmental and regulatory processes, primarily associated with CERCLA and RCRA programs; experience managing environmental/MMRP/AFFF programs with the U.S. Army Corps of Engineers (USACE) and/or U.S. Naval Facilities Engineering Command (NAVFAC) is preferred.
- In addition, experience bidding and managing Munitions and Explosives of Concern (MEC) and environmental projects at international locations, to include within Europe, the Middle East, and the Pacific region, is a major plus. They must also have strong leadership, technical, organizational, and prioritization skills, along with excellent written and verbal communication abilities.
- Candidates must possess the capability to work well with multi-functional teams and to motivate and lead employees in solution development.
- Experience in cost proposal and project budget evaluations, to include medium to advanced Excel and project management software skills, is also a requirement in order to review/approve cost proposals and variance reports.
- The position will be located in Oldsmar, FL and involve travel to conduct site visits, customer presentations, and assess ongoing projects.
Education Requirements:
- In addition to possessing the capabilities and attributes stated above, qualified candidates for the position will have a B.S. Degree from an accredited college or university in environmental sciences, civil or chemical engineering, Business Administration, or a related degree.
- Must have a minimum of 10 years operations experience, including a minimum of 6 years with a firm doing DoD business, preferably in Environmental Restoration, MMRP, AFFF or other related government/defense industry.
- Certification as a Professional Engineer (PE), Professional Geologist (PG), or Project Management Professional (PMP) is preferred.
