Responsibilities
This position is responsible for overseeing USA Health System’s financial reporting, capital planning, contracting process and the management of special projects that support the Chief Financial Officer.
Reports directly to the Chief Financial Officer (CFO); Contributes to the long-term strategic planning of USA Health (USAH), particularly in the areas of financial reporting, compliance, capital planning, contracting and special project initiatives; Assesses existing controls and practices to identify process improvement gaps and lead efforts to ensure the most effective and efficient business processes are in place; Develops, implements and maintains USAH policies and procedures to ensure compliance with all applicable regulations; Monitors changes in federal and state regulations for their potential impact on USAH processes and communicates any relevant changes to appropriate management and user groups; Ensures monthly, quarterly and annual financial reporting is accurate, timely and compliant with all accounting standards, state reporting regulations and USAH accounting policies and procedures; Prepares ad hoc reports requested by administration and where applicable, provides analytical commentary to aid in decision making; Assists and supervises implementation of new software/upgrades; Identifies areas in which financial reporting can be streamlined or made more efficient; Directs the review of USAH contracts, ensuring the completion of any required steps that are necessary to complete the signature process and ensuring timely processing; Reviews and approves or disapproves USAH contracts within defined limits, ensuring the Chief Financial Officer is aware of contracts meeting certain quantitative and qualitative criteria prior to signature by a designated contract officer; Develops and maintains relationships with key stakeholders, including legal teams, procurement, and external partners; Ensures contract compliance with applicable laws, regulations, and organizational policies; Stays abreast of GASB changes for updates that impact Health System financial reporting and communicates applicable changes to appropriate personnel; Oversees the reconciliation process of USAH lease and subscription obligations to ensure proper reporting of GASB 87 and GASB 96 within the financial statements; Performs special projects and coordinates special initiatives as requested by the CFO; Coordinates cross-functional teams to ensure that projects are completed timely; Identifies and mitigates risks associated with special projects; Prepares ad hoc reports as requested by management to support USAH initiatives; Analyzes data and performance metrics to identify opportunities for process improvement and cost optimization; Adapts to changing priorities; Multi-tasks by handling multiple projects and assignments; Regular prompt attendance; Ability to work schedule as defined and additional hours as required; Other duties as required.
Qualifications
Bachelor’s degree in accounting or directly related field from an accredited institution as approved and accepted by the University of South Alabama and ten years of professional accounting experience, five of which were in a supervisory capacity. Public accounting, budgetary allocation and management, and grants and contract accounting experience is preferred. Current CPA license is preferred
