Location of Position : Washington, DC

Telework / Remote Eligibility : Eligible to telework up to four days per pay period (two days per week). The position is not remote eligible.

Appointment Type : This is an excepted service, time-limited initial appointment that is not to exceed five years, with the potential for two two-year extensions.

Salary : (USD) $132,860 – $191,900 per year

Description of Organization : The Infrastructure Division provides professional engineering and technical services to maximize the development impact of USAID’s global infrastructure portfolio, manages USAID's construction-related risk, promotes quality infrastructure development, and advances key infrastructure priorities and initiatives including the Partnership for Global Infrastructure and Investment (PGI).

Specialized Experience : For the FL-02 (GS-14 equivalent) grade level, you must have one year of specialized experience at the FL-03 (GS-13) grade level or equivalent. Specialized experience is defined as :

  • Experience in engineering, infrastructure planning or design, construction, or construction oversight; providing consultative services on a range of complex engineering, construction, and / or infrastructure-related topics; developing and / or disseminating guidance and best-practice; developing and implementing locally appropriate approaches to infrastructure planning and design in various contexts; and integrating quality infrastructure development principles into strategies, programs, and project design;
  • Development experience, such as working in a developing country or with economically-deprived communities in the United States; and maintaining a Professional Engineering (P.E.) license in a U.S. state or territory.

Education Requirement :

  • At the FSL-02 grade level, a graduate degree or a Juris Doctor (JD) is required.
  • Conditions of Employment :

  • Must be a U.S. citizen, and
  • Must be eligible to obtain and maintain a Secret-level security clearance.
