Purpose: The Human Resources/Payroll Director is responsible for the efficient operation of the district’s personnel and payroll functions. To accomplish these tasks, the Human Resources - Payroll Clerk Assistant must work closely with the staff and administration of the District.
This position is a classified, non-exempt, full -time, 12-month position. Regular attendance at work is necessary. This position is exposed to confidential information on a daily basis.
Responsible to: Superintendent and Director of Special Education
Payment rate: Wages and benefits as established by the Board of Education
(Predicted Range: $50,000-$56,000)
Qualifications:
- High School diploma or equivalent.
- Experience/Education in accounting and Human Resources.
- Must possess computer skills in word processing, spreadsheets and desktop publications, as well as be comfortable learning and navigating computer programs and systems.
- Must be able to multitask, work independently, and prioritize the various responsibilities, and sometimes work in a crowded, loud environment.
- Must be able to operate various office machines and telecommunications equipment.
- Desire to continue career improvement by enhancing skills and job performance.
- Health and Inoculation Certification on file in the Central Office (after employment offer is made).
Essential Functions:
- Ability to maintain HR/PR accounts of the District to ensure accuracy.
- Ability to ensure financial activities conform to District, State, and Federal guidelines, laws, and regulations.
- Ability to communicate and work effectively and cooperatively with members of the school district and community.
- Ability to react to change and frequent interruptions in a productive and positive manner, meeting deadlines as assigned.
- Ability to appropriately operate all equipment, including a computer, telephones, copier, etc. as required.
- Ability to implement the vision and mission of the District.
General Responsibilities:
- Ability to prepare and distribute monthly payrolls for all staff.
- Ability to prepare and calculate monthly time cards for all appropriate staff.
- Ability to accurately maintain employee leave records for all employees for monthly payroll and end of year buy-back.
- Ability to set up transmission schedules with banks annually for direct deposit of payroll as well as processing all direct deposit applications, pre-notify bank, wire to bank all direct deposits two business days prior to payday.
- Ability to enter all W4 changes, TSA changes, insurance changes, for each employee.
- Ability to process W-2 registers and W-2 for each employee.
- Ability to create and/or submit accurate payroll reports for FICA, Unemployment, KPERS, Federal, and State withholding.
- Ability to facilitate and complete the district benefits open enrollment process for all employees including educating employees regarding available benefits.
- Ability to deduct any/all employee-enrolled benefits premiums, investments, etc. and reconcile monthly billings for payroll liabilities. This includes entering data for all change forms, drops, and new enrollment forms.
- Ability to complete payment of monthly payroll liabilities to multiple vendors.
- Ability to determine and enter new salaries for each group of employees any time there is a salary change. This includes maintaining accurate employee pay schedules and associated employee salary records.
- Ability to onboard and offboard employees according to the district adopted process.
- Ability to maintain confidential personnel files for each employee.
- Ability to obtain, gather and organize pertinent data, putting it into a functional form.
- Ability to screen incoming calls, or direct them to the appropriate location or administrator to accommodate their needs.
- Ability to collect, screen, process and file incoming paperwork.
- Ability to observe and follow all school district policies at all times.
- Ability to keep personnel information and records confidential.
- Ability to respond to information requests in a cooperative, courteous and timely manner.
- Ability to implement and follow all District health and safety policies.
- Ability to perform other tasks and assume other responsibilities as directed.
Term of Employment: Your employment with USD #336 is at will.
