Position Description:
The Engineering Manager – Pipelines, responsibility will be to ensure DOT compliance for the assets of the Corporation’s natural gas transmission system. The individual will ensure the safe operation of USG’s gas pipeline system including maintenance of the various DOT-mandated programs, and USG’s Gas Pipelines Operations and Maintenance Manual.
Accountabilities:
· Ensure DOT compliance for the assets of the Company’s natural gas transmission system.
· Be on call 24/7 to respond to gas pipeline emergencies and telemetry alarms, and if necessary, coordinate the emergency assistance response on gas pipeline related issues as well as provide consultation to Company manufacturing facilities.
· Communicate semi-annually the status of pipeline operations to Upper Management.
· Ensure compliance and coordinate the updating of the Company’s gas line Integrity Management, Operator Qualification, and Public Awareness Programs, as well as the Gas Pipelines Operations and Maintenance Manual and central database of gas line related documents.
· Oversee the internal auditing of third-party Operators of Record and coordinate the efforts of outside consultants working on Company gas line related issues.
· Direct the engineering efforts needed to advance the gas transmission applications within the Company to ensure compliance with authorized expenditures, design criteria, and governmental regulations.
· Create, lead, and hold accountable the needed resources, internal and external, to execute approved related capital projects within the established safety, budget and schedule.
· Manage the pipeline telemetry systems to ensure they continue meeting the strategic requirements of the pipeline operations and federal regulations.
· Promote safety in all activities administered by the Company. Conduct and require field activities to be done in a safe manner and observe all required safety procedures.
· Develop and maintain relationship, roles and responsibilities of manufacturing personnel.
· Develop and implement improvement plans for overall pipeline management.
Qualifications:
· Bachelor of Science Degree in Engineering or a related field required
· Expert in managing and operating natural gas transmission pipelines.
· Must have expertise of DOT 49 CFR Parts 191, 192, 199, and ASME B31.8.
· Must have a minimum of 5 years of escalating professional experience with the industry.
· Experience in project management techniques and in supervising technical teams is required.
· Engineering and technical abilities to understand and provide input on the design, development, and construction of natural gas pipelines.
· Excellent verbal, written and decision-making skills.
· Willingness and ability to travel to industrial facilities both domestically and internationally 25 to 50% of the time.
· Strong interpersonal skills to work independently and effectively lead cross-functional teams both within and outside the organization.
· Self-starter with good organizational skills to be able to handle multiple activities and prioritize time-sensitive tasks.
· Has a high level of integrity to maintain data security and business ethics.
· Preferred familiarity with supply and construction contracts.
· Preferred experience with SCADA and monitoring instrumentation.
· Preferred experience in managing natural gas gathering systems.
