Job Summary
This
position provides strategic oversight for fiscal operations: financial and
human resource components for research, grants, contracts, and GCRL and Gulf
Park state and discretionary funds. This
position guides planning and resource management, partners with directors to
optimize resourcing, analyzes the impacts of proposed business decisions,
determines areas of potential cost reductions, and increases productivity. This position serves on the Coastal Leadership Team leading in the
development of strategies related to fiscal affairs, human resources, and
research administration; setting strategic and tactical directions for coastal
operations; and overseeing implementation of goals. This position coordinates
routinely with the AVPR-CO, Coastal Research Center Directors, Coastal Academic
unit directors, financial and business managers, federal, state and industry
partners and works closely with the Vice President of Finance and Administration’s
team and the Vice President for Research, Office of Research Administration
team.
Primary Duties and Responsibilities
- Directs fiscal strategic planning to ensure Coastal Operations goals are successfully implemented and provides financial oversight and management of a very diverse set of financial accounts. This position is responsible for finding and developing unique, value-added opportunities for enabling a provocative and creative dialogue among people. Conducts scenario planning for fiscal operations and provides projections, trends and reports for various needs, including planning and resource allocation.
- Oversees state budgets (E&G), designated (DE), and developmental accounts to support USM Coastal Operations. Assists with budget development, submission, maintenance and reporting for construction, capital improvement, and disaster recovery projects to adhere to IHL, BOB, FEMA/MEMA, and other agency guidelines; may serve as applicant agent for Coast disasters. Oversees all transactions for cost-reimbursable programs. Responsible for the review and tracking of positions posting requests (E&G/DE) and review of offer letters for professional and support staff.
- Collaborates and supports the administrative authorities for USM coastal units, the Office of the Vice President for Finance and Administration and Office of the Vice President for Research to enhance intra-University coordination, increase operational efficiencies, ensure compliance with institutional policies and procedures, promote cooperative efforts and complete special projects as needed. Coordinates and communicates with state, federal and industry partners to support USM’s coastal operations.
- Provides oversight and guides coastal research program and accounting personnel including training and process and compliance updates. Reviews extramural research budgets, F/A waivers and cost share commitments for coastal operations and provides post award tracing for F/A distribution and cost-share.
- Provides professional expertise and advises the Senior Associate Vice President for Coastal Operations and the Coastal Leadership Team regarding fiscal affairs, human resources, and research administration strategies for integrating coastal operations to implement goals.
