Utili-Serve is seeking a Environmental Health & Safety Director
Job Purpose:
Expands, executes and manages Utili-Serve’s Safety Management System (SMS) to support safety, training and Human Performance efforts throughout the organization.
This key leadership role ensures organizational policy and procedural compliance with all applicable federal, state, and local regulatory standards and drives company adherence to those policies.
Pursues continuous improvement opportunities throughout the organization, placing focus on a safety system that reduces safety risks and workplace incidents.
Primary Functions:

Provide innovation and consultation to Senior Leadership on the design and implementation of Safety, Training, and Human Performance processes to enhance compliance to establish world class initiatives for safety excellence.

Develop, execute and manage the overall Safety Management System (SMS) including an Organization Safety Plan “roadmap” that details safety, training, and Human Performance Improvement processes throughout the organization.

Set strategies and goals for the Safety department that directly connects to the implementation of Utili-Serve’s corporate strategies; Partner with all business units, departments and team members to achieve identified organizational performance goals and KPIs.

Lead the development and implementation of skills and safety training throughout the organization.

Lead the implementation and tracking of the Safety Culture at Utili-Serve and design the measurement for the culture adoption and adherence to the safety roadmaps in partnership with leadership.

Influence senior leadership with data driven approach to safety culture and compliance, Present recommendations on up-to-date best practices for proactive safety measures and strategies.

Partner with business unit leaders and other key stakeholders to embed safety within their department core work to establish and maintain a safety-conscious work environment.

Present reports and data related to findings and recommendations for proactive safety and risk mitigation measures, review metrics to ensure mitigation recommendations have been implemented and their efficacy, make recommendations to address areas of improvement.

Establish the structure and goals for analyzing and maintaining compliance records and administrative support and documents for safety, training and Human Performance processes; provide recommendations to address compliance gaps and enhance safety adherence and risk reduction.

Lead the team in performance of safety audits, observations, surveys, and job site inspections for all locations; provide guidance to team on conducting hazard and risk assessments to ensure company and regulatory requirements are being met.

Create the framework and guidelines for near miss reporting, post-incident and root cause analysis; provide guidance to team on root cause corrective actions; Review reports to identify patterns and trends and guide the development of mitigation strategies.

Analyze data related to exposure factors for occupational illness and accidents; create awareness of potential exposure risks to operational and business units.

Provide direction to leaders and employees to comply with safety policies and procedures, and with local, state, and federal rules and regulations including Occupational Safety and Health Administration (OSHA), Department of Transportation (DOT), as well as other regulations and safety standards.

Lead safety meetings and training programs and ensure the organization’s safety and training structure is utilized efficiently and appropriately throughout the organization.

Oversee the development and implementation of the Safety Manual and develop and manage all company safety and loss control policies, safe work practices and procedures.

Develop, implement and maintain all regulatory required programs, policies and procedures.

Remain abreast of changes and developments in the industry; establish and maintain a network of professional relationships for regulatory and emergency purposes both inside and outside the organization.
Technical Requirements:
-
Knowledge of General Industry and Construction safety standards and Electric Power, Transmission and Distribution and Substations.
-
Technical writing skills required to develop written programs, policies, procedures, and Reports.
-
OSHA Regulations for General Industry (1910) and Construction (1926) with particular emphasis on 1910 269; as well as being very familiar with National Fire Protection Association (NFPA), American National Standards Institute (ANSI), National Electrical safety Code (NESC) and other industry standards for safety programs.

Familiarity with all, but not limited to the following:

Safety Training Certification data.

Related industry, organizational and departmental policies, practices, and procedures; legal guidelines, ordinances, and laws.

Excellent understanding of general industry and construction safe work practices.

Ability to effectively lead, develop and evaluate staff.

Education/ Certification/Years of Experience Requirements:

Bachelor’s degree in Safety Management, Occupational Health, Emergency Management, Business Administration, Engineering, or related field of study from an accredited college or university.

Minimum of seven (7) years of experience as a safety professional in heavy industry, construction, power systems, utility or related industries to include:

A minimum of seven (7) years of progressive supervisory/management experience leading and developing Safety Management Systems (SMS) and effective teams (required);
-
Experience developing safety programs, policies and procedures (required);
-
Experience influencing and educating leaders and employees to embed safety into their operational and business functions (required);

Experience as a subject matter expert contributing to safety training program development and implementation (required); Certified Safety Professional (CSP) (preferred). Certified Utility Safety Professional (CUSP) (required).
