What are the responsibilities and job description for the Civil Engineer position at Utilities Commission, City of New Smyrna Beach?
This highly responsible professional position provides engineering support to the New Smyrna Beach Utilities (NSBU) water, reuse, and pollution control utility operations and planning for short- and long-term system growth, specializing in Capital Improvement and Interagency Projects. This position conducts capital improvement program planning activities, has oversight and input in the conceptual design of such engineering projects, and investigates and resolves problems with the scope of work or cost issues of major facility upgrade and replacement projects. This position works with operating department personnel in the planning and execution of the engineering requirements of NSBU’s operating systems, and provides staff representation to various regulatory agencies, trade organizations, and other utilities with which NSBU has an ongoing relationship. This position will also work on Interagency capital improvement projects. Interagency projects include the City of New Smyrna Beach, Volusia County, and FDOT. This position provides guidance to technical personnel employed or engaged by NSBU in the Engineering Department.
Essential Duties and Responsibilities
Include the following and other duties as assigned:
Provides project management services for capital improvement projects at NSBU water/wastewater plants and for the transmission and distribution water/wastewater facilities, including preconstruction activities, shop drawing review and acceptance, inspection coordination, update meetings, coordination with contractors and other NSBU departments, collect project close-out documents, pay application review, substantial completion and final completion determination, respond to contractor requests for information, and resolve field discrepancies.
Coordinates bid process for capital improvement projects, including scheduling, pre-bid meetings, issuing addendums, evaluation and recommendation of bid awards, and administering contracts.
Manages contract designs and/or performs in-house designs, cost estimates, permitting preparation of technical plans and specifications, construction, and contract administration for a variety of capital improvement projects.
Prepares time schedule, budget reports, technical specifications, and plans for a variety of capital improvement projects.
Researches, analyzes, and reports on issues, including, but not limited to, regulatory compliance, system operations, proprietary ownership, and inter-municipal agreements. Provides assistance to the Engineering Director in preparing the annual budget and forecasting load growth five-year plan.
Project management of development including commercial and residential projects, which includes, plan review, issuing comments, plan acceptance, assistance with developer agreement and addendum, pre-construction activities, shop drawing review, inspection coordination, project closeout documents, review of as-built, coordination with contractors, engineer of record, owners, other NSBU departments, other jurisdiction agencies (FDOT, Volusia County, City of NSB, DEP, DOH, FPUC, AT&T, and Brighthouse), issuing completion memos, coordinating contributed capital, and letter of final acceptance, coordination for submitting new facilities into G.I.S.
Coordinates introduction of new operational components of C.I.P. and Development Projects.
Review and approve contractor's payments authorization and project completion documents.
Design, sign, and seal water, reclaimed water, and pollution control projects for Water Resources Department.
Prepares permits, easements, etc. for construction projects.
Prepares FDOT, Volusia County, and City of New Smyrna Beach permit applications for operations activities in rights of way.
Assists New Business team in reviewing City of NSB/County developer submitted plans.
Expected to be available during Storm Response activities to execute duties as assigned.

Evaluates and recommends approval for moderately complex project plans and specifications for completeness, compatibility, compliance with engineering principles, standards, codes, and design needs; performs inspections/audits to ensure that proper procedures are followed; manages moderately complex projects for completeness, compatibility, and compliance with engineering principles, design needs, and standards; identifies and resolves project changes; develops, communicates, and justifies moderately complex projects; ensures projects stay within budget and schedule.
Review, Analysis, and Decision Making
Makes recommendations and may make decisions on non-routine engineering and/or project matters or other areas requiring technical engineering expertise; provides technical analysis; may approve routine engineering designs and/or project specifications of other engineers to meet desired compliance with engineering principles, standards, codes, designs, and statutes; addresses conflicting design constraints.
Communication
Expresses moderately complex engineering concepts and related facts in a clear, concise, and organized manner; modifies delivery, language, or content to account for the characteristics and needs of the audience; writes clear, concise, and organized documents, and reports addressing moderately complex engineering concepts and facts; develops and negotiates scope of work for moderately complex engineering projects in conjunction with Engineering Manager; provides consultation to others related to the specific project; develops and/or creates informational reports.
Design
Applies mathematical, physical, and engineering sciences to engineering projects, creative work, investigation, evaluation, planning, and design; may approve design changes; researches, collects, and/or analyzes information/data which contributes to making engineering decisions; monitors and ensures projects meet specifications and/or design standards.

Develops and manages project schedule; provides consultation to operations on issues and requests; consults with higher-level professionals to discuss alternative solutions; develops and implements short-term strategies consistent with company goals.

Education and Experience
This position requires the following education and experience:
Associate Engineer – Associate’s Degree in Engineering required. Bachelor’s Degree in engineering preferred. EIT preferred.
Engineer – Bachelor’s Degree in Engineering required. A minimum of 5 years of experience required. Professional Engineer license preferred.
Sr. Engineer – Bachelor’s Degree in Engineering required. A minimum of 7 years of experience required. Professional Engineer license required.
