Short Description:
The ITS Shared Application Service - New York Business Express Team (NYBE), is developing an enterprise electronic licensing system using Microsoft ASP .Net technology for Office of Cannabis CRM licensing systems.
We require an HBITS to augment staff and to fill a skills gap for the OCM Back Office License CRM Projects. The consultant will guide the development effort to perform application development to create a new License Back Office CRM system. Provide Solution design, create functional and technical documents. Develop, implement, manage and maintain applications using Microsoft .NET technology in support of OCM. Analyze, design and configure changes within the system to incorporate portal functionality. Work with architects and developers to configure and support various back office and Oracle integration points and activities.

Responsibilities:
Provide Solution design, create functional and technical documents. Develop, implement, manage and maintain applications using Microsoft .NET technology in support of OCM. Analyze, design and configure changes within the system to incorporate portal functionality.
Work with architects and developers to configure and support various back office and Oracle integration points and activities. Detail daily tasks will include but not limited to the following:
Guide Development Team for Project including reviewing and reporting on Team progress and assigning Developers tasks
Analyze and interpret business rules and workflows for application design
Workflow design, analysis and configuration
Performance Metrics/Data Analysis
Interface Design and coding of application
Provide training to staff on any learned new technologies
Assist the Configuration and Release Management teams in scheduling and performing deployment
Provide training
Aid other developers, pair programming where needed
Prepare reports based on Business specifications
Manage code Merge and code version control
Design, develop and test web applications in an agile project management process using modern technology solutions
Create diagrams of methodologies, processes and logical flows as well as data models
Design libraries to support reusable components using SOLID principle
Building Web Applications using Front end Frameworks like Vue JS, Angular
Build responsive web applications using JavaScript, Type Script, Bootstrap 4, CSS3, HTML5, JSON
Design and develop web services using WebAPI 2 and HTTP Action Results. GraphQL a plus.
Generate REST microservices designed with scalability and portability in mind
Create SQL statement with performance in mind for database initializations designed for seeding data intended for automated testing
LINQ with entity framework to be used in data layer
HTML extensions helpers and or web components to create standard look and feel for different UI widgets.
Design, develop, implement NYBE Portal/SOA conversion program to convert JSON object to XML Dynamically based on Mapping configuration which consists of Mappings between JSON element to target XML element, String mappings, Default value to the target XML element if the mapping element is not present in the JSON Object
Configuring COTS software (such as Oracle CRM) to provide multilevel approval feature, allows multiple teams work on application simultaneously and approve it. Configure the BIP reports to generate various License Certificate Reports, Deficiency Reports, Application received and denied reports. Configure the integration feature with Enterprise FileNet Content Management to store the documents and reports on FileNet as well as integrated with
Dynamsoft web TWAIN Scanning solution that will allow customers to scan paper application and convert to document as attachments and store to FileNet.
Developing applications and providing support in a primarily Linux OS environments, providing production on-call support for applications, troubleshooting, issue resolution, SDLC, security management, testing (unit, system, integration, performance

Required Skills:
72 months of experience in IT in the areas of Application Design and Implementation, with Lead Software Engineer/Architect role.
72 months of experience in analysis, Application solution designing, requirement gathering, development, requirements planning, quality assurance of enterprise grade applications and successfully let multiple releases to completion.
72 months of experience in designing and developing enterprise applications in J2EE ( JSP, Servlets, EJB, Struts, Spring, Hibernate, JMS, MQ Service, MDB, JCA).
72 months experience working on XSLT transformations, and transaction management using EJB, JPA and Hibernate, and interfacing with Edge applications using SOAP, RESTfull Web Services.
72 months experience with in building Web Applications using Vue JS, Angular, Microsoft .Net Core, .Net Core MVC, C#, Entity Framework as well as J2EE technologies EJB, Servlets, JSP, JMS, MDB, Open Java Frameworks Spring, struts, Hibernate
72 months in designing and implementing web applications in responsive web design using Bootstrap, HTML 5, CSS 3, AngularJS, Less framework, memory management and CPU profiling using JProfiler.
72 months experience in Oracle Policy Automation (OPA) writing rules, designing interviews and Interface Java with OPA using OPA 10.x Asses Service, OPA 12.2.2 Interview Service and Web Connector.
72 months in developing SOA composite applications using Oracle SOA Suite (OSB (Oracle Service Bus), BPEL, Mediator, BPM, Human Tasks)
72 months experience in developing Dynamic Components, Modules, Services and Custom Filters using using Vue JS, Angular, AXIOS and VUEX to access REST API's
84 months experience to work with business analyst, clients to collect As-is business requirement, provide gap analysis, solutioning the To-be system with deep understanding of customers' needs, write technical specifications, mentor development team, enforce code standards.
