Overview
Area Construction Manager / Project Manager-Dev (Area CM / PM-Dev) leads, manages, and supervises a multi-functional team of subject matter experts, HVAC technicians, allied tradesmen, plumbers, electricians, carpenters, janitors, welders, grounds maintenance personnel. The Area CM / PM-Dev advises and assists the customer in all aspects of project planning, design-build, construction,), project deactivation, including supporting site operational and maintenance (O&M) as well as workforce mobilization and demobilization. The Area CM / PM-Dev is responsible for developing construction documents and specifications; evaluation of bids; reviewing of shop drawings and submittals; conducting site inspections and quality assurance; evaluating project modifications and change orders; and validating accomplishment of work claimed on invoices for partial payments. These tasks may include, but not limited to coordinating and assisting third party construction firm(s) in such a manner as to ensure project success, to include being on-budget, on-time, within scope, with an acceptable level of quality given the project requirements and the environment..
This position requires U.S. Citizenship, an active Top-Secret clearance and a full-scope polygraph.
Responsibilities
- Provide security administration services to assist the Government's Area Security Officer with personnel security related requirements
- Open security actions and maintain security records
- Maintain, verify and facilitate clearance information
- Handle requests for building access and clearance certification / verification for visitors
- Ensure employees are apprised of security issues, processes, and procedures
- Respond to queries and requests for guidance and / or assistance in matters pertaining to security issues, processes, problems, and / or timelines
- Process other security-related requests
Qualifications
Minimum QualificationsBachelor’s degree in any field; high school, vocational school, or trade school diploma and five (5) years’ work experience in a similar field may be substituted for degree requirement
CertificationsMust have Valid U.S. Driver’s License and be able to obtain an International Driver’s License
Must have a valid U.S. PassportBe licensed and able to drive a manual transmission non-tactical vehicle (SUV, pickup truck / 9 passenger van).Pass customer specific training and certifications.Project Management Professional (PMP) desired.Professional Engineer (PE) certification desired.Travel must be worldwide deployable, often to remote, austere permissive and non-permissive environments.Clearance must have an current, adjudicated, and active TS / SCI security clearance with Poly. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information.ExperienceTwo (2) years' of experience in overseas construction management
OCONUS experience with local contractors and labor forces desiredWar zone experience desiredMicrosoft Windows and Office Suite encompassing Excel, Word, Outlook, PowerPoint, Project, Access, and SharePoint Knowledge :Knowledge of sound program management techniquesSkills / AbilitiesOperate MS Project or other PM software such as MAXIMO

Advise and assist Client and Project Managers with planning, programing, budgeting, and executing project schedules.Other RequirementsTravel to and through out various CONUS and OCONUS locations, often to remote, austere, remote permissive, non-permissive environments.
Work in an operationally-sensitive environmentPerform tasks outside during any weather condition for long periods of time.Operate standard office equipment, such as a computer, copy machine and printer.Function in an office environment in a stationary position approximately 50 percent of the time or more.Work well in team environments including demonstrate the ability to function independently with minimal supervision.Function not only in an office environment in a stationary position approximately 50 percent of the time or more, but may work in austere, remote or non-remote permissive and non-permissive environments.Develop and build relationships with logistics management counterparts within parent organization as well as with external organizations facilitating the coordination of various logistical support projects.LI-RL1
