Responsibilities

  • What You'll Do :
  • The Senior Financial Management Analyst will support the Naval Air Systems Command's Program Office (PMA-265), and provide FMS (Foreign Military Sales) program analysis support to all aspects of the program.
  • Key Responsibilities :
  • Collect, complete, organize and interpret technical data and financial information relating to aircraft acquisition and product programs.
  • Tracks program status and schedules and applies policies for financial planning. The work includes formulation of budget and cost estimates to support programs, including defending budget estimates before authorities; review and evaluate budget requests; and control and reporting of obligations and expenditures. Work includes analyzing and recommending costs and benefits of alternative methods of financial management of programs and operations; implementing legal and regulatory controls over approved budgets; and providing advice on effective methods for the acquisition and use of funds to support activities.
  • Pre-FMS Case P&A, LOA Planning : Review and make recommendations via written reports, for Price and Availability (P&A) / Letters of Offer and Acceptance (LOA) in accordance with the guidance and procedures set forth in the Security Assistance Management Manual (SAMM).
  • Be able to perform Case Reconciliation, reconcile program financial records with Defense Finance Accounting and Service (DFAS) and Management Information Systems for International Logistics (MISIL).
  • Provide case reconciliation and closure recommendations.
  • Develop estimates of FMS case financial requirements based upon actual initiations, commitments, obligations and expenditures for ILS requirements and projected funding for future requirements
  • Assess the financial status of FMS cases and provide recommendations on the optimum use of remaining resources to meet program needs.
  • Initiate draft funding documents using the Navy Enterprise Resource Planning (NERP) system.

Qualifications

  • Minimum Qualifications :
  • Education

    BS or BA degree in a Business, Management, or Relevant Technical Discipline.

  • ALLOWABLE SUBSTITUTION : A AS or AA degree and an additional four (4) year experience can be substituted for an AS or AA degree.
  • Experience :
  • Minimum 6 years' of direct financial management experience.

  • Financial management experience should include financial analysis of business programs, development of cost estimates, program status reports, and demonstrated knowledge of DoD Federal Management Regulations (FMR), Federal Acquisition Regulation (FAR), PPBE and four (4) years DoN procurement policies and procedures experience.
  • Navy ERP knowledge is required.
  • Other Requirements :
  • U.S. Secret Security Clearance

  • U.S. Citizenship status is required as this position will require the ability to access US only data system.
  • Hybrid work schedule with minimal travel requirements

  • USD $‎115,000 - $125,000.
  • The salary range provided is intended to display the value of the company’s base pay compensation for locations in the state of Maryland and may be modified at the discretion of the company.
  • Provided salary range minimum and maximum values correspond to variances between regional / geographic locations across the United States.
