The Virginia Department of Transportation (VDOT) Bristol District is seeking an experienced and dedicated Assistant Environmental Section Manager to support the supervision and oversight of daily environmental program activities. In this role, you will provide guidance, direction, and feedback to team members, ensuring effective program delivery and compliance with environmental standards.
Key responsibilities include managing environmental studies such as NEPA document preparation, hazardous materials reviews, cultural resource studies, and ensuring that QA/QC reviews are performed at appropriate milestones. You will also monitor and track project delivery schedules in accordance with environmental performance metrics. Additionally, you will provide training and technical assistance to consultants, VDOT staff, and local government teams in environmental and regulatory compliance areas.
Working as part of a multidisciplinary team, you will assist in implementing preliminary engineering activities for VDOT projects, offering recommendations and solutions for environmental procedural, policy, or contractual matters. Additional responsibilities may be assigned as needed.
Duties and Responsibilities:
Safety: VDOT employees are expected to demonstrate safety behaviors routinely and advocate for safety in all work activities.
Supervisory: Manage program direction, planning, monitoring, and evaluation; oversee fiscal stewardship and human resource management of staff.
Senior Environmental Lead: Provide recommendations and solutions for procedural, policy, or contractual matters related to environmental issues.
Technical Expert: Oversee daily operations, verifications, and approvals in the absence of the district environmental manager.
Senior Project Manager: Provide environmental oversight for VDOT-administered and alternative project delivery projects (e.g., LAP, PPTA, design-build).
CEDAR Workflow Management: Use the CEDAR system to manage workflows, measure accomplishments, and update project files as needed.
Consultant Oversight: Oversee on-call consultant contracts involving NEPA and permit-related deliverables.

Minimum Qualifications
- Proficiency in using computers and software applications.
- Strong ability in workload planning and scheduling, budgeting, financial resource allocation, and technical data management.
- Knowledge of environmental laws, regulations, policies, procedures, programs, and practices.
- Demonstrate strong oral and written communication skills by preparing clear and concise reports, presentations, and correspondence; effectively communicating complex environmental concepts to diverse audiences, including team members, consultants, and stakeholders.
- Skilled in gathering and analyzing data to make informed environmental recommendations.
- Ability to review, critique, and interpret plans, contracts, special provisions, and specifications.
- Strong supervisory skills with the ability to manage the work of others and handle multiple projects simultaneously.
Additional Considerations
- Experience managing multiple environmental programs.
- Progressive experience in managing staff performing environmental functions and overseeing multiple environmental programs.
- A combination of training, experience, or education in Environmental Studies, Sciences, or a related field is preferred.
- A minimum of 5 years of professional experience in environmental management, with a focus on transportation projects, including expertise in NEPA documentation.
