VDOT’s Richmond District Petersburg Residency is seeking a Contract Manager Residency Supervisor to provide day-to-day oversight of contractors performing maintenance activities for the residency area. Manage field maintenance service contracts, interpret contract provisions, and provide technical guidance to contractors and field staff.

Minimum Qualifications
- Knowledge of contract development, administration and management
- Knowledge of federal, state, transportation rules, regulations and policies
- Ability to gather data and prepare reports
- Valid Driver’s license
- Ability to supervise, oversee contractors and crew operations
- Skill in the use of computers and software applications
- Knowledge of roadway maintenance, construction operations, equipment and techniques
- Ability to develop, read, interpret, apply maintenance contracts, plans and policies.
- Knowledge of procurement practices
- Ability to develop contract specifications, scopes of work, engineering estimates, and perform mathematical calculations.
Additional Considerations
- Knowledge of state permit process related to roadway construction and maintenance activities.
- Experience in contract administration and monitoring and supervising contract monitors.
- A combination of training, experience, or education in business administration, Public Administration, Engineering or related field desired.
- Experience with contract advertisement and bidding procedures
- Experience developing maintenance contracts and monitoring contractor performance.
