Job Duties
VDOT's Staunton District is seeking a highly qualified individual to serve in a combined role as a NPDES Coordinator/Environmental Compliance Inspector! As the qualified candidate, you will oversee all duties related to VDOT's NPDES Program related to its Municipal Separate Storm Sewer System (MS4) program and VDOT regulated land disturbances that are covered under the Virginia Pollutant Discharge Elimination System (VPDES) General Permit for Discharges of Stormwater from Construction Activities (Construction General Permit or CGP) as well as provide environmental inspection management, planning, guidance, and technical assistance for transportation projects, and administer and implement the Environmental Commitments and Compliance program for the district. Specifically, you will:
- Be responsible for providing performing oversight MS4 and CGP inspections, giving technical engineering advice, consultant coordination, training of district and inter-departmental personnel, and participating in local watershed planning meetings as required.
- Monitor construction and maintenance (as requested) projects and advise personnel on proper implementation of the following - water quality permit conditions, environmental document commitments, other state and federal environmental commitments, laws, regulations, guidelines, policies, and environmental-related VDOT Road and Bridge Specifications.
- Provide expert environmental technical advice and guidance to construction and maintenance personnel. Anticipate and identify potential environmental issues, and develop and propose options to avoid, minimize, and mitigate environmental impacts.
Minimum Qualifications
- Valid driver's license.
- Experience in MS4 program implementation, stormwater management design, erosion and sediment control inspection and engineering design, highway civil engineering, report writing.
- Unless already certified, must obtain a VA DEQ Dual Combined Administrator certification within one year of employment.
Additional Considerations
- Professional Engineer's License.
- VA DEQ Dual Combined Administrator Certification.
- Experience in technical training related to MS4 and stormwater management issues.
- MicroStation skills.
- Experience in MS4 program implementation, stormwater management design, erosion and sediment control inspection and engineering design, highway civil engineering and report writing.

As defined by VDOT Department Memorandum (DM) Number: 17-1 – Emergency Operations and Traffic Management, VDOT is an emergency operation agency. Positions physically working within district boundaries, including those that administratively report to Central Office, may be assigned to emergency response duties at the discretion of the District Engineer or Administrator. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment. Report to work when called to support emergency operations. Maintain communications regarding work schedules with both your regular and emergency response supervisor. Notify emergency supervisor of pre-approved leave that would impact rotational schedule and your reporting for duty if activated. Keep abreast of weather forecasts for duty readiness in reporting. Makes personal contact with emergency response supervisor to determine if and when services are needed for approaching event.
