Job Duties

The Richmond District has an exciting opportunity for a Transportation Planner who will assist a team providing planning support for assigned Metropolitan Area Transportation Planning Organization (MPO) programs and functions in addition to identifying future transportation projects and funding sources to address network deficiencies. We are seeking an analytical and organized transportation planner that will be required to work independently with regional and local stakeholders throughout the rapidly increasing Richmond area transportation network. You will also assist with the district’s coordination efforts for a variety transportation grant opportunities like VDOT’s innovative SMART SCALE grant program. You will work with a team that focuses on developing solutions that will increase accessibility and mobility, improve safety, and enhance the quality of life along transportation corridors and other study areas throughout the Richmond region. Your efforts will help to inform transportation decisions based on analysis of transportation performance measures, cost evaluations, and public participation.

Core responsibilities for this position include:
  • Support District Program & Investment Planning Section and project development by coordinating planning efforts with land development, programming, and project development activities; provide recommendations based on highway needs assessments, long-range plans, and regional studies.
  • Assist in conducting transportation planning studies including corridor studies, access management studies, crossover studies, interchange studies etc.
  • Coordinate district planning activities for urban, rural and statewide programs.
  • Provide technical assistance, guidance and leadership to district staff, local planning commissions and organizational and local governments to meet FHWA, TMPD, and VDOT goals and objectives.

This position is designated as essential to emergency operations and may be required to work outside of normal work hours, on weekends and holidays during emergency situations.

Minimum Qualifications

  • Experience applying transportation planning and traffic engineering principles, practices, and procedures.
  • Knowledge of federal, state, and local transportation planning, land use regulations, procedures and policies.
  • Skill in the use of computers and software applications.
  • Skill and ability to positively interact with employees, citizens and government officials.
  • Demonstrated ability to apply transportation planning principles and practices to a variety of complex projects.
  • Ability to plan, prioritize, coordinate and complete multiple assignments within scheduled timeframes.
  • Ability to evaluate, develop, and maintain innovative solutions for transportation planning and mobility initiatives.
  • Ability to manage financial resources.

Additional Considerations

  • Experience in urban and regional planning.
  • Experience as a liaison with diverse groups, e.g. government officials, special interest groups, citizens, etc.
  • Experience using planning and traffic engineering software is preferred but not required.
  • A combination of training, experience, or education in Transportation Planning, Urban Planning or a related field desired.
  • Certified Planner with American Institute of Certified Planners (AICP) desired.
