Job Duties
NOVA VDOT Traffic Operations Division is seeking a Program Management Coordinator to provide technical support to the programming function, provide technical assistance with development of the Six-Year Improvement Program, Secondary Six-Year Plan, State and Metropolitan Improvement Programs, Federal Strategy, FIRE reports and project closeout. You will assist with developing and maintaining project schedules while providing support to VDOT's federal programs by tracking expenses and reporting activities in compliance with state, federal regulations, laws and practices.
This position is a PART TIME-Day shift position during normal Business Hours, M-F, hourly/wage position. Wage employees may not work more than 29 hours per work week on average over the course of a year and are limited to 1,500 hours within a 12-month period. No State benefits are provided. This position is on site, in office daily.
Responsibilities include but may not be limited to:
Development of construction programs and maintaining proper project funding - Review and analyze draft and final Six Year plans and produce reports. Monitor and manage data related to six-year programs and projects in various computer systems. Coordinate with program leads and project managers to maintain and update program and project data. Initiate and process fund transfers between projects. Prepare data and reports for program meetings and six-year plan public meetings. Monitor the federal strategy and prepare status reports. Assist with special-funded programs.
Program and Project Accounting - Reconcile project expenditures and prepare data for journal voucher corrections. Research project financial data and billings and invoices to and from localities. Provide guidance on proper coding of project expenditures. Prepare responses to FIRE requests. Monitor project closeout database and coordinate reviews. Prepare and monitor the SYP, Secondary Construction budget and Six-Year Road Improvement plan to carry out secondary, incidental and revenue sharing projects. Adjust budgets to avoid over expenditures, handling fund transfers, reviewing project authorizations and funding preparation for project advertisement.
Project Coordination and Document Preparation - Aid localities in funding delivery of Enhancement and Locally Administered Projects. Prepare status reports and paperwork and monitor budgets. Coordinate and conduct project reviews for all projects before and after project assembly packages are submitted and project is advertised. Prepare documents, letters, and correspondence to localities and other groups working with VDOT on project delivery and related funding issues.
Minimum Qualifications
- Ability to communicate effectively orally and in writing with customers.
- Knowledge of transportation funding to include budgeting and finance.
- Knowledge and understanding of interrelationships between transportation project data, including phases, schedules, and estimates, and the SYIP, SSYPs, STIP and TIPs, and federal strategy.
- Ability to monitor, analyze, and reconcile programming and financial data.
- Ability to analyze financial data, work with detailed numerical data and generate reports.
- Skill in the use of computers, software applications to include automated financial, database and program management software.
- Knowledge of federal, state, local transportation laws, regulations, policies, and operations.
Additional Considerations
- Ability to monitor, analyze, and reconcile programming and financial data for transportation projects.
- A combination of training, experience, or education in Financial Management, Business, or related field desired.
- Knowledge of highway design, construction, planning, or programming.
- Skilled in providing administrative support to a program or program area.
