Job Duties
The Virginia Department of Transportation (VDOT) is responsible for building, maintaining, and operating the state’s roads, bridges, tunnels, and ferries. Through the Commonwealth Transportation Board, it also provides funding for airports, rail, and public transportation. Virginia has the third largest state-maintained highway system in the country covering 58,321 miles of interstate, primary, secondary and frontage roads. VDOT has about 7,500 employees making it one of the largest state agencies in Virginia delivering a program that exceeds $5 Billion.
The Salem District maintains more than 9,200 miles of roads in southwestern Virginia in the counties of:
Bedford, Botetourt, Carroll, Craig, Floyd, Franklin, Giles, Henry, Montgomery, Patrick, Pulaski, and Roanoke. The district serves more than 650,000 citizens in these counties and the 14 cities and towns in its boundaries.
This position will ensure all pavement markings and special signing projects are installed and maintained according to expectations for the minimum level of service. May assist with providing pavement markings and sign installations and ensure routine pavement markings and sign maintenance and special signing projects are completed. This position will supervise overall activities of specialized operators performing pavement marking and special signing activities on assigned roadways.
The duties and responsibilities include but are not limited to:
- Manage the department’s inventory through the Inventory Management System and establish, monitor, and adjust stock levels based on need. Will also ensure that all inventory transactions are accurate and submitted to the Residency Business Office timely.
- Monitor maintenance and hired equipment contracts for compliance with required specifications, as well as inspecting roads in assigned area of responsibility for maintenance needs.
- Direct pavement and sign marking crews by developing short and long term work plans for crews and ensure pavement and sign markings do not fall below the minimum level of service.
- Budge and business management by recommending budget needs for fiscal year maintenance program and manage on-going expenditures to remain within the allocated budget.
- Complain Resolution by receiving, investigating, and responding to customer concerns through a variety of means. Meet and coordinate matters of concern with customers and resolve concerns within a reasonable timeframe.
Minimum Qualifications
- Ability to read and interpret roadway construction plans, specifications, standards, federal MUTCD and other related guidelines and memoranda.
- Valid driver's license.
- Knowledge of management principles, methods and procedures.
- Skill in the use of computers and software applications.
- Experience supervising others.
- Ability to maintain accurate, up-to-date records for personnel, equipment, and materials.
- Skill in providing and promoting good customer service to customers.
- Ability to communicate effectively orally and in writing and to work well with others on team and group projects.
- Knowledge of business principles related to inventory control and procurement.
- Experience related to pavement marking, signing or other related traffic functions.
Additional Considerations
- Certification as a Contract Pavement Marking Inspector.
- Experience related to signing principles based on use of MUTCD or field experience. Experience in a supervisory capacity with a management related background.
- Experience related to pavement marking or other related traffic functions obtained from field experience or MUTCD.
- Experience developing and implementing short and long range work schedules and goals.
- Ability to analyze traffic patterns to develop safety countermeasures.

This position is designated as essential and, as such, all duties associated with this job are required during emergency situations which may include, but are not limited to, inclement weather, disaster response and emergency operations.
Performance of these duties may require work outside of normal business hours including nights, weekends and holidays. VDOT will determine when essential positions are required to report.
Valid Driver’s License and ability to travel independently among assigned work locations is required.
